Abstract

===================================================================================================== Port of Tanjung Perak, Surabaya, East Java, have a large role in the activities of national import and export trading sea lanes. Under these conditions, causing the density of vessel traffic in Alur Pelayaran Barat Surabaya (APBS). According to the Annual Report Pelindo on April 2013 and the IPC, which has a wide about 100 meters width and 25 Nautical Mile, is one of the main gate of an international network and is the main port of consolidation / distribution of goods from / to Eastern Indonesia (KTI), with movement reached more than 16,000 ships around Tanjung Perak in 2013. Through the method of Traffic Based Model (TBM) are divided into three types of collision accidents such as Head On, Crossing, and overtaking, it can be seen how much (percent) reduction happens if we widen the groove or reducing the number of traffic density. Besides the probability and consequences can be incorporated into the risk matrix to know the level of risk. From the risk matrix, it can be determined the risk control by Risk Control Option and then it can be calculated the comparison of the costs and benefits based on existing data.
