Abstract

Pelabuhan Tanjung perak, Surabaya, Jawa Timur, memiliki peranan yang besar dalam aktifitas ekspor impor dan perdagangan nasional jalur laut. Dengan kondisi tersebut, menyebabkan padatnya arus lalu lintas kapal di Alur Pelayaran Barat Surabaya (APBS). Menurut Annual Report Pelindo pada April 2013 lalu, wilayah APBS yang memiliki lebar alur 100 meter dan panjang 25 Nautical Mile ini, merupakan salah satu gerbang utama jaringan pelabuhan internasional dan menjadi jalur konsolidasi/distribusi barang dari/ke Kawasan Timur Indonesia (KTI), dengan gerakan mencapai lebih dari 16.000 kapal di sekitar Tanjung Perak pada tahun 2013.
Melalui metode Traffic Based Model (TBM) yang terbagi ke dalam tiga tipe kecelakaan tubrukan seperti Head On, Crossing, dan Overtaking, maka dapat diketahui berapa banyak (persen) reduksi yang terjadi jika dilakukan pelebaran alur atau pengurangan jumlah kepadatan lalu lintas. Selain itu probability dan konsekuensi dapat dimasukkan ke dalam risk matrix untuk diketahui level risikonya. Dan dari risk matrix tersebut dapat dilakukan kontrol risiko melalui Risk Control Option yang selanjutnya dapat dihitung perbandingan cost dan benefitnya berdasarkan data yang ada.

Port of Tanjung Perak, Surabaya, East Java, have a large role in the activities of national import and export trading sea lanes. Under these conditions, causing the density of vessel traffic in Alur Pelayaran Barat Surabaya (APBS). According to the Annual Report Pelindo on April 2013 and the IPC, which has a wide about 100 meters width and 25 Nautical Mile, is one of the main gate of an international network and is the main port of consolidation / distribution of goods from / to Eastern Indonesia (KTI), with movement reached more than 16,000 ships around Tanjung Perak in 2013.
Through the method of Traffic Based Model (TBM) are divided into three types of collision accidents such as Head On, Crossing, and overtaking, it can be seen how much (percent) reduction happens if we widen the groove or reducing the number of traffic density. Besides the probability and consequences can be incorporated into the risk matrix to know the level of risk. From the risk matrix, it can be determined the risk control by Risk Control Option and then it can be calculated the comparison of the costs and benefits based on existing data.
