Abstract

Bencana Lumpur Lapindo merupakan salah satu bencana nasional yang
memberikan banyak dampak negatif terhadap kehidupan masyarakat Sidoarjo.
Akibat dari bencana Lumpur Lapindo meliputi aspek ekonomi, aspek sosial
kemasyarakatan, dan aspek lingkungan. Salah satu solusi yang dilakukan BPLS
(Badan Penanggulangan Lumpur Sidoarjo) membuang luapan Lumpur Lapindo ke
Sungai Porong sehingga BPLS melakukan pengerukan sedimentasi dan
menjadikannya Pulau Lumpur Sidaorjo di muara Sungai Porong. Pulau Lumpur
Sidoarjo tersebut diharapkan dapat memberikan dampak positif terhadap
perekonomian masyarakat Sidoarjo dan mengurangi kerugian yang diakibatkan
oleh bencana Lumpur Lapindo. Salah satu program yang dilakukan oleh pemerintah
daerah Sidoarjo adalah ekowisata di Pulau Lumpur Sidoarjo. Penelitian ini
menganalisa skenario kebijakan ekonomi yang tepat untuk pengembangan
ekowisata di Pulau Lumpur Sidoarjo. Kompleksitas interaksi antar variabel dan
perilaku sistem mengenai dinamika kondisi Lumpur Sidoarjo mendasari pemilihan
metode system dynamics untuk menyelesaikan permasalah tersebut. Skenarioskenario
kebijakan yang ditetapkan dilihat hasilnya dari hasil variabel respon yang
telah ditentukan. Variabel respon dari penelitian ini adalah pertumbuhan ekonomi,
PAD Sidoarjo, PDRB Sidoarjo, pendapatan dari sektor ekowisata, serta pendapatan
dari sektor perikanan. Skenario kebijakan yang paling berpengaruh terhadap
variabel respon adalah skenario penambahan alokasi bibit ikan bandeng di
ekowisata Pulau Lumpur Sidoarjo. Skenario juga dikembangkan untuk mengetahui
kombinasi skenario yang terbaik dalam model pengembangan ekowisata di Pulau
Lumpur Sidoarjo. Hasil dari kombinasi skenario yang mempengarui secara
siginifikan adalah kombinasi skenario penambahan bibit ikan bandeng,
penambahan dana alokasi pemerintah, penambahan proporsi invetasi, dan
menaikkan tariff ekowisata secara berkala.

Lapindo mudflow disaster is one of the national disasters that gives a lot
of negative impact on the lives of the people of Sidoarjo. These negative impacts
affect economic, social and environmental aspects. BPLS (Sidoarjo Mud Disaster
Agency) drained the mudflow off to the Porong River and caused sediment along
the river. Later, these sediment are dredged and became Sidaorjo Mud Island at the
mouth of the River Porong. Sidoarjo Mud Island is expected to bring positive
impact on the economy of the people of Sidoarjo and reduce losses caused by the
Lapindo mudflow disaster. One of the programs carried out by Sidoarjo local
governments is ecotourism development of Sidoarjo Mud Island. This study
analyzes the appropriate scenario for the development of ecotourism in Sidoarjo
Mud Island. Because of the interactions complexity between variables and the
dynamic behavior of the system, system dynamics method is applied to solve these
problems. The scenarios are defined by looking at the predefined response variable.
The response variables of this study are economic growth, local revenue Sidoarjo,
GDP of Sidoarjo, ecotourism sector’s income, as well as earnings from the fisheries
sector. By looking at the response variable, the most influencing scenario is the
scenario for an additional allocation of milkfish fingerlings in ecotourism Sidoarjo
Mud Island. The combination of scenarios that significantly affects the model is a
combination of fish seed multiplication, addition of the allocation of government
funds, the addition proportions to promotion, and increasing tariffs ecotourism
periodically.
