Abstract

Penelitian pada struktur ruang kota berkelanjutan pada tataran teoritis telah
banyak dilakukan, demikian juga halnya dengan penelitian infrastruktur terutama
distribusi air bersih. Penelitian terdahulu tentang struktur ruang kota membahas fungsi
kota, guna lahan, bangunan, dan jaringan transportasi. Sementara penelitian tentang
distribusi air bersih membahas sistem distribusi air bersih, aspek teknik, dan aspek sosial.
Penelitian-penelitian terdahulu pada umumnya mengkaji struktur ruang kota dan
distribusi air bersih secara terpisah, maka penelitian ini akan melihat keduanya dalam satu
kajian. Pada tataran praktis penelitian ini akan berguna dalam proses perancangan
struktur ruang kota yang berkaitan dengan distribusi air bersih. Berdasarkan alasan
teoritis dan praktis tersebut, maka penelitian ini penting untuk dilakukan. Penelitian ini
bertujuan untuk megisi celah teori dalam kerangka hubungan antara struktur ruang kota
berkelanjutan dengan distribusi air bersih pada aspek elemen struktur ruang kota (yang
mempengaruhi) sistem distribusi air bersih. Oleh karena itu pertanyaan penelitian yang
berusaha dijawab adalah bentuk struktur ruang kota yang mampu menunjang distribusi air
bersih?
Tema yang diangkat dalam penelitian ini termasuk di bidang perancangan kota,
dengan lingkup bahasan struktur ruang kota yang berhubungan dengan infrastruktur.
Sedangkan payung paradigma penelitian lebih kearah rasionalistik. Metode analisis yang
dilakukan menggunakan analisis kuantitatif dan kualitatif. Analisis Kualitatif
dipergunakan untuk pemilihan wilayah studi dengan menggunakan analisis (1) tipologi
morfologi ruang kota yang terdiri dari luas wilayah, struktur ruang, pola permukiman,
pusat dan sub pusat, penggunaan lahan, sirkulasi, dan fungsi utama kawasan; (2) part of
the whole; (3) dikotomi bentuk perkotaan planned dan unplanned. Metode kuantitatif
dipergunakan untuk (1) Merumuskan struktur ruang Kota Malang ditinjau dari konsep
keberlanjutan; (2) Merumuskan distribusi pelayanan air bersih Kota Malang yang
berkaitan dengan Konsep Sustainable Infrastructure; (3) Merumuskan hubungan dan
pengaruh antara struktur ruang kota berkelanjutan dengan distribusi air bersih dengan
metode Principle Component Analysis dan Regresi Spatial, serta merumuskan pemikiran
baru atau pengembangan teori mengenai struktur ruang kota berkelanjutan berbasis
distribusi air bersih.
Hasil penelitian terhadap Kota Malang didapatkan tingkat keberlanjutan struktur
ruang kota dalam kategori sedang, tingkat keberlanjutan distribusi air bersih dalam
kategori sedang, model matematis struktur ruang kota berkelanjutan tersusun dari part of
the whole, konektivitas jaringan distribusi air bersih, kepadatan jaringan distribusi air
bersih, dan sumber air bersih. Hasil penelitian berkontribusi dalam pengembangan teori
struktur ruang kota berkelanjutan, teori pergerakan dalam sistem kota, teori kota
berkelanjutan, serta metode (1) kuantifikasi penilaian struktur ruang kota berkelanjutan,
juga (2) kuantifikasi penilaian distribusi air bersih dalam konsep keberlanjutan.

There were many researches on sustainable urban spatial structure including
infrastructure especially water distribution. The previous researches on urban spatial
structure discussed mainly about the function of the city, land uses, buildings, and
transportation networks, while the researches on water distribution discussed about water
distribution system, technical aspects, and social aspects. They commonly analyzed the
urban spatial structure and the water distribution separately. Whereas the function of the
city, land uses, building and transportation network is required to form urban spatial
structure as well as other infrastructure such as water distribution. Therefore, this study
aims to analyze these two different aspects in one frame. This research will be beneficial
for the design process of urban spatial structure related to the water distribution. More
over the research is important because it can bridge the gap between the theory and
pratice in sustainable urban spatial structure and water distribution in terms of urban
spatial structure’s elements affecting water distribution. The research question about the
appropriate urban spatial structure for supporting water distribution was answered in this
research.
The topic of this research belongs to urban design focusing on urban spatial
structure, particularly infrastructure. The umbrella of this research paradigm is
rationalistic using quantitative and qualitative method. Qualitative method was used to
select the area of the study using urban spatial structure morphological typology analysis
consisting of area, urban spatial structure, settlement pattern, centers and sub-city centers,
land use, circulation, and the main function of area; part of the whole, the dichotomy of
planned and unplanned urban spatial structure. Quantitative method analysis was used to
formulate Malang urban spatial structure in terms of sustainability; water distribution in
Malang city in term of sustainable infrastructure; correlation and impact of urban spatial
structure on water distribution sustainability. The last question was answered using
principle components and spatial regression analysis. Eventually, the new concept or
theory development of sustainable urban spatial structure based on water distribution was
proposed.
The result showed that the sustainability of urban spatial structure and water
distribution in Malang city is moderate level. Furthermore, the mathematic model of
sustainable urban spatial structure is formed by “a part of the whole”, water distribution,
network connectivity, water distribution network density, and water sources. The result
contributed to the theory development on sustainable urban spatial structure, the
movement theory in urban system, theory of sustainable cities, urban sustainability
indicators and their measurement unit, as well as (1) quantification of sustainable urban
spatial structure assessment, and (2) quantification of sustainable water distribution
assessment.
