Abstract

Ide penulisan evaluasi fasilitas sisi udara bandara Notohadinegoro didasarkan pada keputusan pembukaan kembali bandara Notohadinegoro oleh Pemkab Jember tahun 2014 untuk melayani transportasi udara dengan menggunakan jenis pesawat ATR 72-600. Bandara Notohadinegoro dibangun sejak 2005 dan mulai beroperasi tahun 2008, karena adanya berbagai permasalahan teknis 3 bulan kemudian bandara ini berhenti beroperasi dan terbengkalai hingga tahun 2014. Agar Bandara dapat melayani transportasi udara menggunakan jenis pesawat ATR 72-600 dengan baik dan optimal maka diperlukan perencanaan dan persiapan yang baik pula. Salah satu upaya agar bandara Notohadinegoro bisa berfungsi optimal yaitu dengan melakukan evaluasi kebutuhan fasilitas sisi udara yang ada di bandara khususnya Runway, Taxiway, dan apron berdasarkan jenis pesawat yang dilayani yaitu ATR 72-600. Evaluasi fasilitas sisi udara di bandara Notohadinegoro dilakukan dengan Membandingkan kondisi fasilitas sisi udara eksisting dilapangan dengan hasil perencanaan berdasarkan pesawat yang dilayani dan dengan menggunakan metode ICAO dan FAA. Evaluasi fasilitas sisi udara ini meliputi evaluasi runway, taxiway, apron dari segi perencanaan geometri, marka, dan perkerasannya, selain itu juga dilakukan perhitungan pengembangan fasilitas sisi udara pada tahun 2019 yaitu 5 tahun mendatang dari tahun 2014. Perhitungan peramalan jumlah penumpang dilakukan dengan metode analogi dan regresi linier. Dari hasil analisa dan evaluasi kondisi eksisting, pada fasilitas sisi udara di bandara Notohadinegoro saat ini, runway bandara tidak layak melayani transportasi udara menggunakan pesawat jenis ATR 72-600, karena panjang runway kurang dari panjang yang disyaratkan menurut perencanaan yaitu 1560 m < 1612 m, Sedangkan dimensi apron dan taxiway masih layak, karena dimensi apron dan taxiway lebih besar dari hasil perencanaan. Ketebalan perkerasan runway dan taxiway hasil perencanaan adalah tebal subbase course 26 cm, base course 15cm, surface course 11 cm, dan tebal perkerasan apron subbase course 20 cm dan base course 21 cm. Sedangkan hasil perencanaan pengembangan fasilitas sisi udara tahun 2019 dengan desain menggunakan pesawat terbang jenis ATR 72-600 menurut ICAO dan FAA di dapatkan ke butuhan panjang runway 1612 meter dengan lebar 30 meter, lebar taxiway minimum 15 meter, dan lebar apron 45 meter, panjang apron 190 meter, Ketebalan perkerasan runway dan taxiway: subbase course 28 cm, base course 15 cm, dan surface course 11 cm, Ketebalan perkerasan apron :Subbase course 20 cm, dan base course 21 cm. ================================================================================================== The idea of this writing evaluation air side facilities Notohadinegoro Airport is based on the decision of Notohadinegoro Airport reopening by Jember Government in 2014 to serves air transportation using aircraft types ATR72-600. Notohadinegoro Airport was built in 2005 and began operations in 2008. Due to various technical problems, 3 months later the airport was stopped operating and neglected until 2014. In order to be able to serve the air transport service using aircraft type ATR72-600 properly and optimally, it’s required good planning and preparation as well. One effort in order to Notohadinegoro Airport optimally function is to evaluate the needs of the existing airside facilities at the airport, especially Runway, taxiway, and apron is based on the type of aircraft that served that is ATR72- 600. Evaluation of the airside facilities of Notohadinegoro Airport done by comparing the existing condition of the airside facilitiesin the field with the planning results based on serviced aircraft and using ICAO and FAA method. Evaluation of the airside facilities include an evaluation of runway, taxiways, apron in terms of geometry planning, markers, and pavement, while also performed calculations on the airside facility development in 2019 that is 5 years later from the year 2014. The calculation of forecasting the number of passengers carried by analogy and linear regression method. From the analysis and evaluation of existing conditions, on the airside facility of Notohadinegoro Airport nowadays, the airport runway is not feasible to serves air transportation using ATR72-600, because of the length of the runway is less than the required length that is 1560 m < 1612 m, while the dimensions of the apron and taxiway is still feasible, because the apron and taxiway dimensions greater than the result of planning. The planning result of runway and taxiway pavement thickness is subbase course 26 cm, basecourse 15cm, surface course 11 cm, and apron pavement thickness subbase course 20 cm and base course 21cm. While the planning results of the airside facility development in 2019 with a design using aircraft types ATR72- 600 according to ICAO and FAA obtained the needs of the runway length is 1612 meters and width is 30 meters, taxiway minimum width is 15 meters, and apron width is 45 meters, the length of apron is 190 meters, runway and taxiway pavement thickness: subbase course 28 cm, base course 15cm, and surface course 11cm, apron pavement thickness: subbase course 20 cm and base course 21 cm.
