Abstract
Pada tahun 2011, Jurusan Sistem Informasi ITS (JSI-ITS)
pernah menggunakan fingerprint sebagai sistem absensi untuk
mahasiswa. Akan tetapi, manajemen proyek fingerprint
tersebut masih belum berhasil dan kegiatan absensi kembali
ke sistem manual. Saat ini fingerprint dibiarkan terpasang di
ruang kelas padahal secara teknis sistem sudah siap
digunakan, hanya saja masih banyak permasalahan non teknis
yang terjadi. Berdasarkan fenomena ini, terlihat bahwa belum
berhasilnya manajemen proyek fingerprint karena terdapat
permasalahan ketika terjadi perubahan penggunaan sistem
absensi dari manual ke fingerprint. Berangkat dari
permasalahan ini, JSI-ITS membutuhkan strategi untuk
mengelola perubahan yang terstruktur dalam menyertai
penerapan sistem informasi absensi berbasis fingerprint.
Perencanaan strategi manajemen perubahan diinisiasi dengan
melakukan analisis kesenjangan antara proses bisnis absensi
saat menggunakan sistem manual dan saat menggunakan
sistem absensi berbasis fingerprint. Analisis kesenjangan ini
bertujuan untuk mengidentifikasi perubahan dan dampak yang
terjadi guna menginisialisasi solusi. Solusi yang dihasilkan
akan menjadi input untuk perencanaan strategi manajemen
perubahan yang menyertai penerapan fingerprint menggunakan model Awareness, Desire, Knowledge, Ability,
dan Reinforcement (ADKAR). Strategi untuk masing-masing
elemen ADKAR diperoleh melalui pemetaan solusi yang
sesuai. Selanjutnya strategi dipetakan ke keadaan perubahan
dari Prosci.
Hasil yang diperoleh dari penelitian ini berupa roadmap
manajemen perubahan untuk penerapan sistem fingerprint.
Roadmap ini terdiri dari tiga keadaan (State), yakni current,
transition, dan future. Pada current state terdiri dari strategi
elemen awareness dan desire. Sementara itu Strategi dari
elemen knowledge dan ability masuk ke dalam transition state.
Pada future state terdiri dari strategi dari elemen ability dan
reinforcement. - In 2011, Information Systems Department of ITS implemented
a fingerprint system to maintain the students’ attendance.
Unfortunately, the project management of the system was not
successfully implemented. As a result, the fingerprint system
was halted and the attendance system has then returned to a
manual system. Currently, fingerprint is left unused in the
classroom. Although technically the system is ready to use, it
has other non-technical problems. Based on this phenomenon,
it can be seen that the unsuccessful project management is
caused by problems in changing from the manual system to the
fingerprint system. From this ploblem, Information Systems
Department of ITS requires to develop a set of strategies to
manage structural changes in the implementation of it’s
fingerprint-based system.
The planning of change management strategy is initiated by
analyzing the gap between the business processes of manual
attendance system and of the fingerprint-based attendance
system. The goal of this gap analysis is to identify the changes
and the impacts which then let to an identification to the
solution. The solution will be an input for the development of
change management strategy using the perspectives of
Awareness, Desire, Knowledge, Ability, Reinforcement (ADKAR) model. The strategy is then mapped according to
Prosci’s state of change.
The result from this research is a change management
roadmap of the fingerprint system’s implementation. This
roadmap contains three states of change, which covering
current, transition, and future.
