Abstract

Saat ini, belum adanya fasilitas pengolahan limbah minyak di kawasan Pelabuhan Indonesia
(PELINDO) III menyebabkan implementasi dari Konvensi Internasional MARPOL 73/78 masih
belum terlaksana dengan baik. Salah satu faktor penyebabnya adalah tidak tersedianya lahan yang
cukup dan layak untuk pengadaan fasilitas tersebut. Mengingat penanganan limbah minyak
merupakan salah satu cara pencegahan pencemaran laut, dalam Tugas Akhir ini dilakukan desain
fasilitas pengolahan limbah minyak dengan moda bangunan terapung berupa tongkang. Volume
limbah yang akan diolah sebesar 1860 m³ yang berasal dari pelabuhan-pelabuhan di kawasan
PELINDO III yang segaris dengan pulau Jawa. Ukuran utam tongkang didapatkan dari kebutuhan
minimum area dek untuk tangki muatan yang berbentuk silinder horizontal. Adapun ukuran utama
yang perlu diperhatikan adalah Loa, B, H, T. Selanjutnya dari data tersebut dilakukan proses
optimasi yang meliputi perhitungan freeboard, trim, perbandingan displasmen, instact stability,
dan estimasi biaya pembangunan badan kapal. Fungsi obyektif dari proses ini adalah
meminimalkan structural cost tongkang. Dari proses tersebut didapatkan ukuran utama tongkang
yang optimum adalah Loa = 75,93 m ; Lwl = 74,28 m ; B =18 m ; H = 4,37 m ; T = 2,74 m.

Currently, the lack of oil waste treatment facilities in the region of Indonesia Port (PELINDO) III
led to the implementation of the International Convention MARPOL 73/78 has not performing
well yet. One of the contributing factors is the lack of sufficient and sustainable land for the
procurement of such facilities. In fact, the handling of oil waste is one of the ways to prevent
marine pollution, in this Final Project the oil waste treatment facility design is done by floating
building mode in the form of barge. The volume of waste to be processed is 1860 m³ which derives
from ports in the region of PELINDO III those are inline with Java Island. Main dimension of
barge is obtained from the minimum requirement of deck area for cargo tank in form of cylindrical
horizontal. Main dimension that need to be considered are the Loa, B, H, T. Furthermore, from
these data optimization process is carried out which includes the calculation of freeboard, trim,
displacement comparison, intact stability, and cost estimation. The objective function of this
process is to minimize the structural cost of barge. From the process obtained the optimum main
dimension of barge: Loa = 75.93 m; Lwl = 74.28 m; B = 18 m; H = 4.37 m; T = 2.74 m.
