Abstract
Pelayanan listrik hanya menjangkau pemukiman perkotaan, sementara wilayah pelosok dan desa terpencil masih belum teraliri listrik. Faktor sulitnya akses serta rendahnya feasibilitas pemasangan jaringan merupakan salah satu penyebab terjadinya hal tersebut. Keterbatasan perluasan jaringan listrik oleh PT. PLN juga berkaitan erat dengan tingginya permintaan energi listrik yang tidak sebanding dengan peningkatan jumlah pembangkitan.
Di balik semua kesulitan ini, sebenarnya setiap daerah memiliki potensi sumber daya alam yang unik untuk membangun pembangkit energi listrik atau sumber energi setempat (SES). Seperti di Kabupaten Jember yang memiliki beberapa sungai yang berpotensi sebagai sumber energi pembangkit listrik tenaga mikrohidro. Dari beberapa sungai yang ada, sungai Watu Urip yang terletak di Desa Gelang merupakan salah satu sungai yang berpotensi dijadikan sumber tenaga Pembangkit Listrik Tenaga Mikrohidro (PLTMH).
Pembangunan PLTMH mendorong tumbuhnya kegiatan ekonomi yang produktif dan meningkatkan kesejahteraan masyarakat desa. Penggunaan listrik dapat memperlancar akses pendidikan bagi masyarakat. Analisis investasi PLTMH dengan bantuan dana pemeritah sebesar 80%, 75%, dan 70% dinyatakan layak untuk semua suku bunga. Daya beli listrik masyarakat diperkirakan sebesar Rp.629/kWh dengan harga jual listrik PLTMH Tanah Merah Desa Gelang sebesar Rp. 500/kWh.

Electricity services only reach urban settlements, while remote areas and remote villages are still not electrified. Factors that are difficult to access and the low feasibility of network installation is one of the causes of this. Limitations on the expansion of the electricity network by PT. PLN is also closely related to the high demand for electrical energy which is not comparable with the increase in the number of generation.
Behind all these difficulties, in fact each region has the unique potential of natural resources to build an electric energy generator or local energy source. Jember District which has several rivers that have the potential to be built micro-hydro power plants. Of the existing rivers, the Watu Urip river located in Gelang Village is one of the rivers that has the potential to be a source of power for Micro-Hydro Power Plants (MHP).
The construction of the MHP encourages the growth of productive economic activities and enhances the welfare of the village community. The use of electricity can facilitate access to education for the community. The analysis of the MHP investment with 80%, 75%, and 70% government funding is declared eligible for all interest rates. The electricity purchasing power of the community is estimated at Rp. 629/kWh with the electricity selling price of the Tanah Merah MHP in the Gelang Village of Rp. 500/kWh.
