Abstract

Sampah pada suatu wilayah kota atau kabupaten terdapat di berbagai tempat. Sampah tersebut nantinya diangkut menuju Tempat Pembuangan Akhir Sampah (TPA). TPA merupakan tempat untuk menimbun sampah dan bentuk tertua perlakuan sampah. TPA dapat berbentuk pembuangan dalam (dimana pembuang sampah membawa sampah di tempat produksi) begitupun tempat yang digunakan oleh produsen. Setiap TPA memiliki kapasitas yang berbeda-beda.
Cakupan pelayanan pengelolaan sampah di kota Surabaya meliputi seluruh kelurahan. Perkiraan volume timbulan sampah domestik daerah pelayanan sebesar 8.827,71 m3/hari. Cakupan penduduk yang dilayani dari penduduk daerah pelayanan sebesar ± 53%. Sampai saat ini Kota Surabaya menggunakan TPA Benowo sebagai tempat pemrosesan akhir sampah yang dibangun tahun 2001. Lahan seluas 37,4 Ha dengan sistem pembuangan sanitary landfill dan gasifikasi, luas sel landfill 13,08 hektar dimana daya tampung TPA 4.660 m³/hari. Oleh karenanya penelitian ini bertujuan menentukan lokasi tempat pembuangan akhir sampah di Kota Surabaya menggunakan metode Multi Criteria Evaluation (MCE).
MCE merupakan salah satu metode yang dapat digunakan untuk membantu penentuan keputusan (Decision Support System). Pengolahan SMCE didasari pada dua kriteria yakni kriteria regional dan kriteria penyisih. Kriteria regional regional digunakan untuk menentukan wilayah yang sesuai dengan prinsip biner. Sementara kriteria penyisih digunakan untuk mendapatkan wilayah dengan nilai terbaik pada hasil kriteria regional.
Luaran dari penelitian ini merupakan penilaian lokasi hasil kriteria regional menggunakan parameter kriteria penyisih. Nilai kriteria penyisih berada antara 0 hingga 10. Setelah dilakukan analisa diperoleh lokasi terbaik untuk perencanaan pembangunan TPA berada di kecamatan Benowo dan Lakasantri. dimana nilai-nilai tersebut dikelompokkan dalam lima tingkat kesesuaian, yaitu kesesuaian sangat rendah, rendah, sedang, tinggi serta sangat tinggi.

Domestic waste produced in any settlement of a city or regency is usually dumped in nearby temporary waste station, which is then periodically transferred to the final waste station which is known as landfill. A landfill is a place where domestic wastes are usually placed which represents the oldest method of waste management. Landfill could be in the form of internal disposal where waste carrier brings the waste in the production place, as well as the place used by the producer. Every landfill has its own capacity, such as that of the Surabaya Municipal Landfill.
The service coverage of Surabaya municipal waste management includes the entire area of its sub-districts. The estimated volume of its domestic waste is 8,827.71 m3/day with population served coverage around 53%. Until now, Surabaya city goverment still operates Benowo landfill as a single landfill which was built in 2001 for its waste processing site by applying the sanitary landfill and gasification. Over its entire 37.4 Ha area, some 13.08 Ha of it is the extensive landfill cells with a capacity of 4,660 m3/day. Therefore this research aims to determine location of landfill in Surabaya by applying the Spatial Multi Criteria Evaluation (SMCE) method.
SMCE is one of the popular methods used in developing a decision making system (Decision Support System). The application of SMCE is based on two main criteria, namely the regional and the scoring criteria. The former is used for determining the appropriate region by using binary principal, and the latter was used to obtain the regions with best values obtained from regional criteria results.
The result of this research is site evaluation based on the regional criteria results using the parameters of the scoring criteria ranging from 0 to 10. The best location for landfill's planning location are in Benowo and Lakarsantri sub-districts by doing analyze. These scores are grouped into five accending suitability classes: very low suitability, low suitability, middle suitability, high suitability and very high suitability.
