Abstract

Perawatan terkait software dan hardware merupakan hal penting yang harus dilakukan dan memiliki peran penting untuk memastikan bahwa software dan hardware yang telah dikembangkan, dikelola dan dirawat sesuai dengan fungsi dan tujuan organisasi dalam memberikan layanan kepada pengguna. Terlebih bagi Pemerintahan Kota Madiun selaku pelaksana dalam pengelolaan software dan hardware yang belum pernah melaksanakan aktivitas perawatan secara keseluruhan. Permasalahan yang terjadi yaitu proses perawatan yang dilakukan tidak berdasarkan prosedur, kesalahan pada software dan hardware, sehingga proses perawatan software dan hardware selama ini tidak berjalan dengan optimal.
Tata kelola TI yang dihasilkan dari penelitian ini berupa dokumen SOP yang menggunakan metode gap analysis (analisis kesenjangan) dalam mengukur tingkat kesenjangan yang terjadi diantara kondisi kekinian pada proses perawatan software dan hardware yang ada di Pemerintahan Kota Madiun dengan kondisi ideal berdasarkan standar ISO/IEC 14764:2006 yang merupakan suatu standar Internasional terkait perawatan software dan ITIL v3 level Service Operation terkait fungsi Manajemen Operasional TI yang mencakup beberapa proses perawatan seperti backup dan restore. Dokumen SOP yang dihasilkan akan dilakukan verifikasi dan validasi dengan cara wawancara serta simulasi pengujian dengan menggunakan SOP tersebut.
Hasil luaran dari penelitian ini berupa dokumen SOP dan formulir terkait perawatan infrastruktur software dan hardware. Dalam pembuatan SOP terdiri dari tujuh SOP yaitu SOP Permintaan Perawatan Aplikasi, Perbaikan Aplikasi, Migrasi Aplikasi, Pemberhentian Aplikasi, Backup Database Aplikasi, Pemantauan Aplikasi dan Perawatan Infrastruktur TI. Formulir terdiri dari tiga belas adalah permintaan perawatan aplikasi, pengujian dan evaluasi, perbaikan aplikasi, berita acara diskusi laporan migrasi aplikasi, spesifikasi kebutuhan, pemberhentian aplikasi, laporan backup database dan sistem informasi, laporan pemantauan aplikasi, laporan perawatan infrastruktur TI, laporan perawatan infrastruktur TI (server untuk harian dan bulanan), laporan perawatan infrastruktur TI (switch), laporan perawatan infrastruktur TI (router). SOP ini diharapkan dapat dijadikan sebagai acuan bagi Pemerintahan Kota Madiun dalam melakukan proses perawatan terhadap software dan hardware yang sudah dikembangkan dan dikelola serta dirawat oleh Pemerintahan Kota Madiun.

Maintenance related to a software and hardware is an important thing that should have done and having important role to make sure that a software and hardware that have developed, managed, and cared are agree with the functions and purposes of organization in providing services to costumers. Especially for Government of Madiun City as the executor manage of software and hardware that have never carried out overall maintenance activities. The problems that occur are the maintenance process that is not based on procedures, errors in software and hardware, so that the process of software and hardware maintenance so far has not run optimally.
The IT governance generated from this research is an SOP document that uses the gap analysis method to measure the level of gap that occurs between the present conditions in the software and hardware maintenance process in Government of Madiun City with ideal conditions based on the standard ISO/IEC 14764:2006 which is an international standard related to software maintenance and ITIL v3 level Service Operation related to the Operational Management of IT function that cover several maintenance processes such as backup and restore. The SOP document produced will be verified and validated by interviewing and doing simulation of the testing with using the SOP.
In making the SOP it consists of seven SOPs are Application Maintenance Request SOP, Application Improvement, Application Migration, Application Termination, Application Database Backup, Application Monitoring and IT Infrastructure Maintenance. Forms consists of thirteen are application maintenance requests, testing and evaluation, application repair, minutes of discussion of application migration reports, requirements specifications, application termination, database and information system reports, application monitoring reports, IT infrastructure maintenance reports, infrastructure maintenance reports IT (servers for daily and monthly), IT infrastructure maintenance reports (switches), IT infrastructure maintenance reports (routers). This SOP is expected to be used as a reference for Government of Madiun City in the process of maintenance of software and hardware that has been developed and managed and maintained by Governmenet of Madiun City.
