Abstract

Bandara Halim Perdanakusuma berfungsi sebagai bandara mliter, yang mana di desain untuk kegiatan militer. Lokasi Bandara Halim Perdanakusuma terletak di Jakarta Timur dengan elevasi 26 mdpl (=85,3 ft) yang memiliki 1 buah landasan pacu (runway) dengan arah 06-24. Pada tanggal 10 Januari 2014, untuk mengurangi kepadatan penerbangan dari Bandara Internasional Soekarno-Hatta, Bandara Halim Perdanakusuma dibuka untuk beroperasi sementara menjadi bandara komersial hingga saat ini. Dengan adanya penambahan fungsi bandara, hal yang perlu diperhatikan adalah apakah desain Bandara Halim Perdanakusuma sudah memenuhi ketentuan standard penerbangan sipil seperti yang diisyaratkan pada ICAO Annex 14 serta FAA. Berdasarkan kondisi eksisting, Bandara Halim Perdanakusuma memiliki panjang runway sebesar 3000 x 45 meter dengan arah runway 06 – 24. Lebar taxiway ±25 meter, memiliki 2 buah exit taxiway dengan sudut 90º dan 1 buah exit taxiway dengan sudut 45º. Untuk lamanya penggunaan runway/ROT maksimum sebesar 36 detik. Dari evaluasi pada Tugas Akhir ini didapatkan arah runway sama seperti eksisting, yaitu 06 – 24, tetapi utilisasi runwaynya menurun menjadi 98,16% karena adanya komponen crosswind. Panjang runway setelah dievaluasi didapatkan sebesar 3180 meter dengan lebar runway 45 meter. Lebar taxiway sesuai dengan ICAO dan FAA sebesar 15 meter, memiliki 2 buah exit taxiway dengan sudut 90º dan 1 buah exit taxiway dengan sudut 45º. Adanya penambahan panjang runway pada Runway 24 sebesar 180 meter. Kapasitas runway eksisting di lapangan sebesar 17 operasi/jam. Secara matematis sebesar 38 operasi/jam, sedangkan yang disimulasikan dengan time – space diagram sebesar 35 operasi/jam. Berarti lokasi exit taxiway eksisting mampu menampung pergerakan pesawat eksisting. ====================================================================== Halim Perdanakusuma Airport functions as a military airport, which is designed for military activities. The location of Halim Perdanakusuma airport is located in East Jakarta with an altitude of 26 mdpl (=85,3 feet), which has one runway with runway direction 06 – 24. On January 10, 2014, to reduce the the density of Soekarno–Hatta International Airport, Halim Perdanakusuma Airport was opened to temporarily open a commercial airport until this time. With the addition of airport functions, what needs to be considered is whether the design of Halim Perdanakusuma Airport already comply with civil aviation standards as implied in ICAO Annex 14 and the FAA. Based on existing conditions, Halim Perdankusuma Airport has a runway length of 3000 x 45 meters with a runway direction 06 – 24, has 2 exit taxiways with a 90º angle and 1 exit taxiway with a 45º angle. For the maximum use of runway (ROT) at existing conditions of 36 seconds. From the evaluating of this Final Project, the runway orientation 06 – 24, but the usability factor reduced to 98,16% because of the crosswind component. The length of the runway after being the evaluated was 3180 meter with a runway width is 45 meter. The width of the taxiway is 15 meter, it has 2 exit taxiways with 90º angle and 1 exit taxiway with a 45º angle. The addition of runway length on Runway 24 is 180 meter. The capacity of the existing runway is 17 operations/hour. The existing runway capacity is calculated mathematically by 38 operations/hour, while the one simulated with time-space diagram is 35 operations/hour. It means that the location of the existing exit taxiway is able to accommodate the existing aircraft movements.
