Abstract
Pengembangan teknologi yang cepat dapat digunakan untuk memenuhi permintaan yang meningkat untuk sebuah proyek, terutama di berbagai organisasi pemerintah umum seperti E-Government (layanan teknologi informasi berbasis elektronik yang digunakan oleh pemerintah) untuk menghadapi berbagai kendala sumber daya dan oleh karena itu harus membuat pilihan. Secara umum, dalam hal memilih antara lusinan dan ratusan alternatif untuk proyek, portofolio organisasi dan prioritasnya adalah masalah pengambilan keputusan (decision-making) multi-kriteria yang kompleks dengan solusi yang membutuhkan teknik yang jelas, jenis metode, dan definisi faktor untuk pengambilan keputusan dan pengambilan keputusan prioritisasi. Tinjauan pustaka dilakukan untuk mengidentifikasi karakteristik organisasi publik yang diusulkan untuk memulai penelitian tentang penerapan prioritisasi manajemen portofolio, serta metodologi dan praktik yang digunakan dan aspek lain yang relevan dari topik tersebut. Studi ini mengeksplorasi penggunaan dan teknik manajemen portofolio dari beberapa studi sebelumnya yang telah diuji dalam praktek dan metodologi prioritas proyek dalam layanan aplikasi di lingkungan tingkat pemerintah kota sukses. Hal ini akan dikembangkan lebih dalam mengenai pengembangan model generik prioritisasi dengan pendekatan metode AHP (Analytical Hierarchy Process) dan ANP (Analytical Network Process). Hasil penelitian ini digunakan sebagai pembanding model prioritisasi terdahulu dan berkontribusi untuk memperkaya teori tentang teknik, metode, terutama prioritas manajemen proyek portofolio dalam kasus pemerintahan.

Rapid technological development can be used to meet the increasing demand for a project, especially in various general government organizations such as E-Government (electronic-based information technology services used by the government) to deal with various resource constraints and therefore must make choices. In general, in terms of choosing between dozens and hundreds of alternatives for projects, organizational portfolios and their priorities are complex multi-criteria decision-making issues with solutions that require clear techniques, types of methods, and factor definitions for decision making and prioritization decision making. Literature review is carried out to identify the characteristics of public organizations proposed to begin research on the application of portfolio management prioritization, as well as the methodologies and practices used and other relevant aspects of the topic. This study explores the use and techniques of portfolio management from several previous studies that have been tested in project priority practices and methodologies in application services in a successful city government level environment. This will be further developed regarding the development of generic prioritization models with the AHP (Analytical Hierarchy Process) and ANP (Analytical Network Process) method approaches. The results of this study are used as a comparison of previous prioritization models and contribute to enriching theories about techniques, methods, especially portfolio project management priorities in the case of government.
