Abstract

Pelabuhan Tanjung Tembaga adalah sebuah pelabuhan yang terletak di kota Probolinggo. Pelabuhan tersebut dikelola oleh salah satu BUMN di Indonesia yaitu PT. PELINDO III. Pada Pelabuhan Tanjung Tembaga, terdapat dua dermaga pada Pelabuhan Tanjung Tembaga, dermaga dengan talud lurus di pergunakan untuk kapal-kapal besar yang melakukan aktivitas bongkar muat barang sedangkan dermaga dengan talud miring dipergunakan untuk aktivitas masyarakat Probolinggo dan dipergunakan untuk jalur wisata bagi turis mancanegara dan turis lokal. Penelitian ini bertujuan untuk mengidentifikasi potensi kecelakaan, menilai risiko keselamatan dan kesiapan mitigasi bahaya pada dermaga Tanjung Tembaga menggunakan Metode Hazard and operability Studies (HaZop). Metode Hazop diawali dengan menentukan proses yang berpotensi menjadi sumber bahaya kemudian menganalisis frekuensi kejadian dan dampak bahaya yang dapat terjadi untuk dikategorisasikan dengan tabel Risk Map. Tabel Tingkat Implementasi K3 (TIK) dan tabel behavior juga digunakan untuk memetakan implementasi K3 dan mengidentifikasi aktivitas mana yang mengandung bahaya yang paling tinggi. Hasil menunjukkan bahwa proses membantu menurunkan penumpang dan membantu menurunkan penumpang adalah yang paling bahaya. Mitigasi yang dapat dilakukan adalah melakukan sosialisasi kepada pekerja dan masyarakat yang berada di sekitar dermaga dan memberikan pekerja insentif karena telah mematuhi peraturan keselamatan kerja.

Tanjung Tembaga Seaport is a seaport located in the city of Probolinggo. The Seaport is managed by PT. Pelindo III, one of state-owned enterprises of Indonesia. In the Tanjung Tembaga Seaport, there are dock that widely used by traditional fishermen to transport passengers who want to cross to Giliketapang Island. There are two docks in the Seaport, first dock is a straight retaining wall that used for large vessels carrying out loading and unloading activities, while the other dock with tilted retaining wall is used for community activities that live around Probolinggo and used for tourist routes for foreign tourists and local tourists. This study aims to identify the potential accidents, assess safety risk and hazard mitigation readiness at Tanjung Tembaga Seaport using the Hazard and Operability Studies (HaZop) Method. The HaZop method begins by determining the process that has the potential to be a source of danger then analyzing how frequent the event can occur and how much the impact of the hazard to be categorized by the Risk Map table. ICT table and behavioral table also used to find out how work safety is implemented and which process pose the highest danger. Result found that process of assisting passengers to board and disembark the ship pose the most danger. Mitigation that can be done is to disseminate workers and the community around the dock and provide incentive workers because they have complied with the safety regulations.
