Abstract
Pengadaan Barang / Jasa Pemerintah mempunyai peran penting dalam perwujudan pembangunan nasional untuk peningkatan pelayanan publik dan pengembangan perekonomian nasional khususnya di Kota surabaya. Pelaksanaan tender pemilihan penyedia jasa konstruksi oleh Unit Layanan Pengadaan Pemerintah Kota Surabaya adalah proses rumit yang harus dilaksanakan dalam waktu yang singkat serta menghasilkan keputusan yang efektif.
Akibat Multi Criteria Decision Making ini beberapa pengambilan keputusan Pokja Pemilihan tidak sesuai dengan keinginan PPK selaku pemilik proyek, yaitu mendapatkan kontraktor yang mampu mengerjakan proyek sesuai spesifikasi, dengan metodologi yang benar, jumlah pekerja yang cukup, harga yang wajar, memiliki kemampuan finansial yang baik dan selesai tepat waktu.
Penelitian ini dilakukan untuk membuat suatu metode pemilihan kontraktor yang memperhatikan keinginan PPK sebagai end user dengan mengintegrasikan AHP (Analytical HierarchyProcess) dan QFD ( Quality Function Deployment). Hasil akhir dari penelitian ini adalah sebuah aplikasi yang dapat digunakan Pokja Pemilihan sebagai tools untuk membantu pokja membuat keputusan. Aplikasi ini memuat “Voice of Customer” PPK yang dihitung menggunakan AHP dan bobot prioriatas respon teknis yang dimodelkan dengan HOQ (House of Quality). Terdapat 50 Prioritas respon teknis yang harus dipenuhi Pokja pada saat melakukan evaluasi dokumen tender kontraktor. Diharapkan aplikasi ini mampu membantu Pokja Pemilihan mendapatkan kontraktor yang sesuai dengan keinginan PPK.

Procurement of Government Goods / Services have an important role in the realization of national development for the improvement of public services and the development of the national economy, especially in the city of Surabaya. Implementation of contractor tender selection by the Government Procurement Service Unit of Surabaya must be implemented within a short time and produce effective decisions. Usually, a decision of working group selection is not in accordance with the wishesof the PPK as the owner of the project, PPK needs contractors who are able to fullfil the specifications, having a correct methodology, having a sufficient workers, having a reasonable prices and completed on time. This research was conducted to developa method of selecting contractors by integrate the AHP and QFD. The end result of this research is an application that can be used as tools selection.This application contains "Voice of PPK” which is calculated using the AHP and weights of technical responses are modeled with HOQ. There are 50 priority technical response that must be fullfilled by Working Group when doing the contractor evaluation. It is expected that these applications will help the Working Group to select contractor accordance with thewishes of PPK.
