Abstract

Kesiapan sarana air bersih sangat mendukung bagi perkembangan usaha di pusat kota. Tingkat kehilangan air PDAM Kota Mojokerto hingga bulan September 2017 sebesar 53, 73 % dengan harga air Rp 3.168,20, hal ini menyebabkan PDAM Kota Mojokerto banyak mengalami kerugian. PDAM Kota Mojokerto perlu melakukan suatu pengendalian tingkat kehilangan air. Tujuan penelitian ini yaitu mengidentifikasi kehilangan air dengan water balance dan simulasi perangkat lunak EPANET yang ditinjau dari aspek teknis, finansial dan kelembagaan.
Analisis hidrolika jaringan meliputi simulasi jaringan distribusi eksisting yang telah terisolasi menggunakan EPANET 2.0. Analisis kehilangan air dengan pembuatan neraca air, Infrastructure Leakage Index (ILI). Analisis finansial terdiri dari perhitungan kehilangan air dalam rupiah/ tahun, inventarisasi biaya penerapan DMA dan optimalisasi. Analisis kelembagaan meliputi rasio pegawai terhadap pelanggan, evaluasi tim NRW dan rasio peningkatan kompetensi.
Hasil yang didapatkan selama satu bulan dari neraca air dalam penelitian ini angka kehilangan air yaitu 47 %. Persentase volume kehilangan air tersebut didominasi oleh 44,6 % kehilangan air fisik sebesar 68756 m3, dan 2,4 % kehilangan air non fisik sebesar 3723 m3 . Zona yang telah proses terisolasi yaitu Pulorejo dan Kedundung.
Aspek kelembagaan meliputi rasio pegawai terhadap 1000 pelanggan dan rasio peningkatan kompetensi. Rasio pegawai terhadap 1000 pelanggan menunjukkan hasil yang masih efisien dengan nilai 8 sedangkan rasio peningkatan kompetensi mendapatkan nilai 2. Hal ini menunjukkan bahwa masih kurangnya pegawai yang mengikuti diklat. Evaluasi tim NRW menunjukkan bahwa tingkat kompetensi para anggota tim sangatlah kurang. Perlu adanya peningkatan kompetensi agar lebih tepat dan cepat dalam mengatasi kehilangan air di PDAM Kota Mojokerto.
Aspek finansial menunjukkan bahwa selama satu tahun PDAM Kota Mojokerto dapat mengalami kerugian akibat kehilangan air non fisik Rp 129.311.515/tahun dan kerugian akibat kehilangan air fisik Rp 3.247.428.870/ tahun. Penerapan DMA Kedundung diperlukan biaya investasi sebesar Rp 2.647.805.600,00. Penerapan DMA Pulorejo diperlukan biaya investasi sebesar Rp 2.861.241.900,00. Biaya optimalisasi sebesar Rp 70.610.000,00 dengan penambahan pompa.

Thereadiness of the clear water facilities is very supportive for business development in the center of the city.The water lossesrate of PDAM Mojokerto up to September 2017 amounted to 53.73% with the price of the water is Rp 3,168.20, thatcaused the PDAM Mojokerto to suffer a lot of losses. PDAM Mojokerto needs to control the level of water loss in terms of technical, institutional and financial aspects. The purpose of this study is to identify water losseswith water balance and EPANET software simulation that is reviewed from the technical, financial and institutional aspects.Analysis consists of network hydraulics, water losses, technical, financial and institutional aspects. Network hydraulics analysis includes simulation of existing distribution networks that have been isolated using EPANET 2.0.Analysis of water loss by making the water balance and Infrastructure Leakage Index (ILI). Financial analysis consists of calculating water losses in rupiahs/year, inventory upgrade of the costs of implementing DMAand optimalize. Institutional analysis includes employee to customer ratio, NRW team evaluation,and competency improvement ratio.The results obtained from the water balance in this study were 47% water losses. The percentage of water loss volume is dominated by 44.6% of physical water loss of 68756 m3, and 2.4% of non-physical water loss of 3723 m3. The isolated process zones are Pulorejo and Kedundung.Institutional aspects that include the ratio of employees toward 1000 customers and the ratio increase competence. The ratio of employees to 1000 customers shown the result that are still efficient with a value of 8 while the competency increase ratio gets a value of 2. This shows that there is still a lack of employees who attend training.NRW team evaluation shows that the team members competency is less. Needed to increase of the best and quick in overcomeloss in PDAM Mojokerto City.Financial aspect shows that in the one year PDAM Mojokerto City can be had lossess due to water losses of non physical Rp 129.311.515/year and loss dueto physical water losses Rp 2.647.805.600,00. The cost application of DMA Pulorejo is Rp 2.861.241.900,00. The cost application of DMA Kedundung is Rp2.647.805.600,00. The cost of the optimalize is Rp 70.610.000,00 with add pumps.
