Abstract
Safety culture merupakan salah satu cara efektif dalam mengimplementasikan kesehatan dan keselamatan kerja. Untuk dapat mengukur tingkat efektivitas implementasi safety culture, maka perlu adanya proses pengukuran tingkat kematangan. Pengukuran tingkat kematangan safety culture dilakukan dengan melibatkan aspek pschology, behavioral, dan situational serta delapan dimensi dengan parameter tingkat kematangan. Pengumpulan data dilakukan dengan metode kuesioner dan observasi secara langsung di unit airworthiness management PT. Garuda Indonesia Tbk. Hasil penilaian tingkat kematangan safety culture didapatkan nilai tingkat kematangan pada unit airworthiness management pada tingkat keempat, yaitu proactive. Hasil ini menunjukkan bahwa unit airworthiness management telah ikut berpartisipasi terhadap permasalahan kesehatan dan keselamatan kerja. Untuk keberlanjutan budaya keselamatan pada unit airworthiness management yang lebih baik, maka perbaikan nilai kematangan safety culture dilakukan dengan pendekatan safety model canvas. Perbaikan budaya keselamatan didasarkan pada analisa budaya keselamatan kerja yang didapatkan dari hasil observasi peneliti. Kemudian dari analisa tersebut diberikan rekomendasi perbaikan secara teknis, dan dengan alur perbaikan dari dimensi engagement & involvement hingga dimensi information & communication.

Safety culture is one effective way of implementing occupational health and safety. To be able to measure the effectiveness of the safety culture implementation, it is necessary to have a maturity level measurement process. The measurement of the maturity level of the culture of safety is carried out by involving aspects of pschology, behavioral, and situational and eight dimensions with maturity level parameters. Data collection is done by questionnaire method and direct observation in the airworthiness management unit of PT. Garuda Indonesia Tbk. The results of the assessment of the safety culture maturity level obtained the maturity level in the airworthiness management unit at the fourth level, namely proactive. These results indicate that the airworthiness management unit has participated in health and safety issues. For the continuation of a better safety culture in the airworthiness management unit, the improvement in the maturity value of the culture safety is carried out with a safety model canvas approach. Improvement of safety culture is based on an analysis of work safety culture obtained from observations of researchers. Then from the analysis, recommendations for technical improvement are given, and with a flow of improvements from the dimensions of engagement & involvement to the dimensions of information & communication.
