Abstract

Sungai Mahakam merupakan sungai terbesar kedua di Pulau Kalimantan dengan panjang keseluruhan 920 km. Di sepanjang sungai tersebut terdapat 3 kabupaten yaitu Kabupaten Kutai Kartanegara, Kabupaten Kutai Barat, dan Kabupaten Mahakam Ulu. Ketiga kabupaten tersebut tidak mampu melakukan swasembada barang kebutuhan pokok. Terdapat 15 pelabuhan sungai yang tersebar di kabupaten - kabupaten ini yaitu dengan jarak total 576 km dari Kota Samarinda. Ada beberapa komoditas barang kebutuhan pokok yang harus didatangkan dari luar pulau lewat Samarinda. Perlu dilakukan perencanaan rute dan kapal untuk mengintegrasikan muatan barang kebutuhan pokok dari luar pulau tersebut hingga sampai ke hulu Sungai. Penelitian ini menggunakan 3 skenario distribusi barang untuk menentukan ukuran utama kapal dan rute . Skenario 1 menghasilkan biaya terendah dengan rute Samarinda – Muara Muntai – Long Iram – Datah Bilang – Samarinda dengan jarak 964 km dan ukuran utama kapal yaitu LOA = 52,91 ; LPP = 51,37 m; B = 9,99 m; H = 2,54 m; dan T = 1,61 m dan dengan biaya satuan Rp. 347.663,76 /Ton dan dengan ditambah biaya satuan kapal pengumpan menjadi Rp. 627.873,26/Ton. Adapun pengaruh terhadap harga barang kebutuhan pokok yaitu pada tarif 110% biaya satuan, selisih harga hasil implementasi dengan harga lama yaitu sebesar Rp 2.473,35 /Kg di Kabupaten Kutai Barat dan Rp. 627,45 /Kg di Kabupaten Mahakam Ulu.

The Mahakam River is the second largest river on the island of Borneo with an overall length of 920 km. Along the river there are 3 districts, namely Kutai Kartanegara Regency, Kutai Barat Regency, and Mahakam Ulu Regency. This three districts are unable to self-sufficient their basic needs. There are 15 river ports spread in these districts with a total distance of 576 km from Samarinda City. There are several commodities of basic necessities that must be imported from outside the island through Samarinda.. Route and ship planning is needed to integrate transportation which carries basic needs from outside the island to the upstream of the Mahakam River. This study uses 3 scenarios for the distribution of goods to determine the main size of the ship and route. Scenario 1 has the lowest unit cost with the optimal route of Samarinda – Muara Muntai – Long Iram – Datah Bilang – Samarinda with 964 km distance and the main dimensions of the ship namely LOA = 52,91 ; LPP = 51,37 m; B = 9,99 m; H = 2,54 m; dan T = 1,61 m with a unit cost of Rp. 347.663,76 /Ton with additional cost from feeder vessel total unit cost becomes Rp. 627.873,26/Ton. At 110% tariff from unit cost, the new price of basic food in Kutai Barat is Rp 2.473,35 /Kg cheaper while the new price in Mahakam Ulu is Rp. 627,45 /Kg cheaper.
