Abstract
Indonesia merupakan salah satu negara dengan produksi dan jumlah ekspor batu bara terbesar di dunia. Saat ini ekspor batu bara masih menggunakan armada asing, sehingga hal ini menyebabkan pengurangan peran armada nasional dalam aktivitas ekspor batu bara. Oleh karena itu, pemerintah Indonesia menetapkan peraturan yang mengharuskan eksportir batu bara menggunakan angkutan laut nasional dan mengubah terms of delivery dari Free on Board (FOB) menjadi cost insurance and freight (CIF). Permasalahannya adalah pelayaran nasional hanya mampu menguasai 3% angkutan ekspor batu bara. Tugas akhir ini bertujuan untuk membandingkan penggunaan FOB dan CIF untuk ekspor batu bara serta menentukan perencanaan armada angkutan batu bara yang optimal dengan 3 (tiga) skenario: (1) penyewaan kapal, (2) pembelian kapal bekas, dan (3) pembangunan kapal baru. Metode yang digunakan untuk penentuan kapal baru adalah optimasi dengan mencari ukuran kapal optimum yang menghasilkan required freight rate (RFR) paling murah. Hasil analisis diperoleh bahwa untuk ekspor batu bara dari Muara Pantai ke Pelabuhan Guangzhou dengan total permintaan 9.360.000 ton per tahun, dibutuhkan 6 unit kapal curah kering 67.452 DWT dengan RFR terendah yaitu sebesar $. 4,26 per ton.

Indonesia is one of the highest world’s production and quantity of coal export. However, coal export currently still uses foreign fleets, so it that affects on the reaction of countries fleets in the coal export activities. Therefore, Indonesian government established a regulation that requires the coal exporters to use national fleets and changes the terms of delivery from free on board (FOB) to cost insurance and freight (CIF). The problem is that national shipping can only control 3% of coal export transportation. This study aims to compare the usage of FOB and CIF on Indonesian coal export and to determine the optimum fleet planning required to support national fleets with 3 (three) scenarios: (1) ship lease, (2) secondhand ship purchase, and (3) new building. The method used for determining new building is optimization by finding the optimum size of the vessel that produces the cheapest required freight rate (RFR). The analysis result obtained that for the export of coal from Muara Pantai to Port of Guangzhou with total demand of 9.360.000 tons per year, it takes 6 bulk carriers of 67.452 DWT with the lowest RFR of $. 4,26 per ton.
