Abstract

TUKS Bontang merupakan terminal khusus milik PT. Pupuk Kaltim yang melayani lebih dari 2/3 wilayah Indonesia. Lokasi TUKS tersebut berada di kota Bontang, dimana lokasi tersebut memiliki curah hujan yang tinggi sehingga dapat mengganggu kegiatan muat pupuk. Pada sample salah satu dermaga, faktor cuaca sendiri dapat mempengaruhi sebanyak 20% dari total waktu sandar kapal. Adanya waktu idle yang dipengaruhi oleh faktor cuaca, maka penelitian ini bertujuan menganalisa penerapan konsep All Weather Terminal dengan metode simulasi diskrit. Beberapa kriteria yang ditentukan sebagai pembanding kondisi saat ini dan kondisi skenario adalah Throughput, Shipcall, Berthing Time rata-rata, Waiting Time, dan Berth Occupancy Ratio. Data tersebut didapat dari data sekunder yang telah diolah. Skenario yang diusulkan adalah menerapkan konsep All Weather Terminal tipe 1,dan konsep All Weather Terminal tipe 2. Hasil skenario tersebut diterapkan pada 2 dermaga, yaitu BSL dan Tursina dengan masing masing dermaga menggunakan konsep All Weather Terminal tipe 1 dan tipe 2. Setelah dilakukan pembandingan, hasil yang dapat direalisasikan dan berdampak positif terhadap sistem pola operasional dengan hasil Jumlah Throughput dermaga BSL meningkat 22% dan dermaga Tursina meningkat 12%, jumlah Shipcall Dermaga BSL meningkat 21% dan Dermaga Tursina meningkat 9%, lama rata rata Berthing Time Dermaga BSL menurun 28% dan Dermaga Tursina menurun 7%, rasio BOR Dermaga BSL menurun 1% dan Dermaga Tursina menurun 1%, dan lama rata rata Waiting Time Dermaga BSL menurun 33% dan Dermaga Tursina menurun 10%. Lalu investasi yang dibutuhkan untuk pengembangan kosnep tersebut sebesar dermaga BSL sebesar Rp. 1,198 Miliar/tahun dan dermaga Tursina Rp. 42,36 Miliar/tahun.

TUKS Bontang is a special terminal owned by PT. Pupuk Kaltim which serves more than 2/3 of Indonesia's territory. The location of the TUKS is in the city of Bontang, where the location has high rainfall so that it can disrupt the loading of fertilizers. In the sample of one of the docks, the weather factor itself can affect as much as 20% of the total docked time. The existence of idle time which is influenced by weather factors, this study aims to analyze the application of the concept of the All Weather Terminal with a discrete simulation method. Some criteria are determined as a comparison of current conditions and scenario conditions are Throughput, Shipcall, Average Berthing Time, Waiting Time, and Berth Occupancy Ratio. The data is obtained from secondary data that has been processed. The proposed scenario is to apply the concept of All Weather Terminal type 1, and the concept of All Weather Terminal type 2. The results of these scenarios are applied to 2 docks, namely BSL and Tursina with each dock using the concept of All Weather Terminals type 1 and type 2. After benchmarking , results that can be realized and have a positive impact on the operational pattern system with the results of BSL pier Throughput increasing by 22% and Tursina jetty increasing by 12%, Shipcall number BSL Pier increasing by 21% and Tursina Pier increasing by 9%, average Berthing Time BSL Pier decreasing 28% and Tursina Pier decreased 7%, BSL Pier BSL ratio decreased 1% and Tursina Pier decreased 1%, and the average length of BSL Dock Pier Time decreased 22% and Tursina Pier decreased 10%. Then the investment needed for the development of the investment amounted to BSL jetty of Rp. 1,198 billion rupiah / year and Tursina pier Rp. 42,36 billion rupiah / year.
