Abstract

Pelabuhan Tanjung Adikarto merupakan sebuah pelabuhan perikanan yang terletak di Kulon Progo, Daerah Istimewa Yogyakarta. Keberlanjutan pembangunan Pelabuhan Tanjung Adikarto direncanakan akan dimulai lagi tahun 2019 dan akan selesai pada tahun 2020. Sebuah penelitian perlu dilakukan untuk melihat apakah dengan dibangunnya pelabuhan tersebut memberikan keuntungan bagi nelayan dilihat dari pendapatan yang akan didapatkan. Dengan adanya pelabuhan dapat memberikan kesempatan bagi nelayan untuk berinvestasi kapal dengan ukuran yang lebih besar. Tujuan dari penelitian ini adalah untuk mengetahui perbandingan pendapatan nelayan Kulon Progo sebelum dan sesudah dibangun pelabuhan. Dari hasil penelitian didapatkan Pendapatan nelayan di Kulon Progo akan mengalami kenaikan dengan rasio 175% (kapal 1GT), 134% (kapal 5 GT), 213% (kapal 10 GT), 265% (kapal 15 GT), 117% (kapal 20 GT), 232% (kapal 30 GT), 289% (kapal 30 GT freezer), dengan pendapatan maksimum dapat dicapai dengan menggunakan kapal 30 GT freezer. Hasil analisis BCR menunjukkan rasio <1, yaitu 0.35, kelayakan akan diperoleh jika produksi rata-rata nelayan mencapai 100%.

The Tanjung Adikarto’s Port is a local fishery port located at Kulon Progo Municipality, Special Region of Yogyakarta. The construction of the fishery port Tanjung Adikarto has plan to be rebuilt in 2019 and to be completed in 2020. The purpose of this final project is to observe the revenue-cost benefit of the fishery port of Tanjung Adikarto to local fishermen, before and after construction of the fishery port. The methodology used in this study is exploring a cost benefit ratio method to analyze the benefit ratio of the port development to the local fishermen. The analysis identifies the benefit and disbenefit variables that can impact to the cost and revenue of the fish catchment value per frequency of catchment of each size of fishing vessel. The analysis shows that the development of Tanjung Adikarto’s fishing port will be able to increase fishermen's income compared to current conditions without port facilities, namely with a ratio of 175% per fisherman to 1 GT, 134% ship 5 GT, 213% ship 10 GT, 265% ship 15 GT, 117% ship 20 GT, 232% ship 30 GT and 289% ship 30 GT freezer. Using the benefit cost ratio analysis (BCR) shows that ratio is 0.35, the feasibility of developing the Tanjung Adikarto’s fishing port in Kulon Progo will occur if the fishing production can reach 100% of the fishing production capacity for each size of the vessel per frequency of vessel sailed.
