Abstract

Sejak tahun 2016, Pemerintah Indonesia telah berencana agar Kawasan Konservasi (KKP) Nusa Penida dan Taman Wisata Perairan (TWP) Gili Trawangan mendapat predikat Particularly Sensitive Sea Area (PSSA) dari International Maritime Organization (IMO). Penetapan suatu kawasan menjadi PSSA secara tidak langsung juga akan berdampak pada industri pelayaran di kawasan tersebut. Hal itu disebabkan karena, setiap kawasan PSSA, mendapat perlakuan khusus yang disebut sebagai Associated Protective Measures (APMs). Penelitian ini bertujuan untuk mengidentifikasi dampak penetapan PSSA di KKP Nusa Penida dan TWP Gili Trawangan terhadap industri pelayaran. Hasil identifikasi dari beberapa kriteria yang telah ditetapkan IMO, ada tiga hal yang dipilih sebagai APMs, yaitu, area to be avoided, traffic separation scheme, dan non-anchoring areas. Hasil analisis yang dilakukan terhadap ketiga APMs tersebut menunjukkan bahwa, pertama, frekuensi tubrukan kapal dapat diturunkan dari 12 menjadi 3 tubrukan dalam 100 tahun, kedua, waktu berlayar kapal dari Bali ke Gili Trawangan meningkat sebesar 2-4 menit dalam 1 kali roundtrip, serta, biaya satuan transportasi laut bertambah karena adanya peralihan rute. Kenaikan biaya satuan untuk rute kapal yang menuju Nusa Penida dapat mencapai Rp 38.074 per orang, sedangkan kenaikan biaya satuan untuk rute kapal yang menuju Gili Trawangan dapat mencapai Rp 32.264 per orang.

Since 2016, Indonesian government has planned to establish PSSA status
for Water Conservation Area (WCA) of Nusa Penida and Water Tourism Park
(WTP) of Gili Trawangan acknowledged as Particularly Sensitive Sea Area (PSSA).
After approval by International Maritime Organization (IMO), PSSA will affect
indirectly shipping industry, because of several treatments called Associated
Protective Measures (APMs). This research intends to identify impacts as a result of
establishing Nusa Penida and Gili Trawangan as PSSA to shipping industry. Three
aspects of APMs, are selected to analyze the impact The results are, first, the
frequency of ship collision in Lombok Strait, can be reduced from 12 to 2 collision
during 100 years. Second, sea time from Bali to Gili Trawangan will increase 2-4
minutes per roundtrip, and the unit cost of marine transport will raise due to route
modification. The additional unit cost for the ship sailing to Nusa Penida can reach
Rp 38.074 /person and Rp 32,264/person to Gili Trawangan is respectively
