Abstract

Manajemen rantai pasok memiliki peran penting dalam menjalankan bisnis. Manajemen rantai pasok penting karena mencakup hubungan perusahaan ke pemasok dan hubungan perusahaan ke pelanggan. Hal ini menjadi tantangan bagi perusahaan karena dibutuhkannya pengelolaan rantai pasok yang baik. Tantangan perusahaan ternyata tidak hanya dari rantai pasok, namun, juga dari isu lingkungan. Perusahaan yang tidak memperhatikan isu lingkungan dapat merugikan masyarakat dan terkena sanksi dari pemerintah. Manajemen rantai pasok hijau mampu menjadi jawaban perusahaan atas dua kondisi tersebut. Salah satu yang dapat menjadi strategi pada manajemen rantai pasok hijau adalah dengan memperhatikan supplier yang ramah lingkungan atau green supplier. Green supplier dapat mengurangi risiko terhambatnya proses produksi, memberi keuntungan seperti meminimasi biaya dan risiko kualitas, maupun mendukung nilai lingkungan. PT. Pupuk Indonesia Energi (PIE) merupakan salah satu perusahaan yang memerlukan kerangka kerja untuk menilai supplier dari sisi supplier umum maupun sisi lingkungan. Keperluan PIE didasarkan pada empat kondisi. Pertama, PIE pada tahun 2019 akan bertanggungjawab sepenuhnya terhadap pabrik untuk kegiatan produksi PIE termasuk pemilihan supplier. Kedua PIE berpusat pada captive market sehingga terikat kontrak dengan pelanggan. Apabila PIE tidak memberikan produk sesuai dengan kesepakatan kontrak, maka PIE dapat terkena denda. Ketiga PIE memiliki nilai lingkungan dalam menjalankan bisnisnya yang tertuang pada misi dan kebijakan K3LH. Keempat, PIE memiliki prinsip umum pengadaan yang diharuskan untuk melakukan penilaian supplier agar mampu menjawab kebutuhan perusahaan dan mampu dipertanggungjawabkan. Perancangan kerangka kerja akan melibatkan metode Analytical Hierarchy Process (AHP) untuk mendapatkan bobot dari setiap faktor dan sub-faktor untuk penilaian green supplier. Hasil penelitian menunjukkan bahwa terdapat tujuh faktor dan 26 sub-faktor yang diperlukan dalam membentuk kerangka kerja penilaian green supplier.

Supply chain management has an important role in conducting business. Supply chain management is important because it relates to the company's relationship to suppliers and the company's relationship to customers. This is become a challenge for a company since good supply chain is always needed. Currently, the company's challenge is not always about supply chain, but also derived from environmental issues. Companies that do not have concern on environmental issues can be rejected by the public and get sanctions from the government. Green supply chain management is the answer to these two requirements. One strategy that could be recommended for green supply chain management is to give attention to environmentally friendly suppliers or green suppliers. Green suppliers can reduce the risk of delays in the production process, provide benefits such as minimizing costs and improving quality, and supporting the value of the environment. PT. Pupuk Indonesia Energi (PIE) is one of companies that needs a framework to assess suppliers both in general and environmental aspects. PIE needs the framework based on four conditions. First, PIE in 2019 will be fully responsible for the plant for PIE production activities including supplier selection. Second, PIE is centered on the captive market, so it is bound by contracts with customers. If PIE does not provide products in accordance with the contract agreement, then PIE can be fined. Third, PIE has environmental values in running out its business as stated in PIE mission and K3LH policy. And the last, PIE has the general principle of procurement that is required to assess suppliers to be able to answer the company's needs and be accountable. Designing the framework will involve Analytical Hierarchy Process (AHP) method to get the weight of each factor and sub-factor for the assessment of the green supplier. The results showed that there were seven factors and 26 sub-factors needed to form a green supplier assessment framework
