Abstract

Taman Nasional Karimunjawa (TNKJ) sebagai 1 (satu) dari 7 (tujuh) Taman Nasional Laut di Indonesia memiliki potensi lingkungan yang luar biasa. Kelimpahan sumber daya biota laut seperti ekosistem hutan mangrove, padang lamun, terumbu karang dan ikan memiliki manfaat yang tinggi untuk kepentingan penelitian, pariwisata, perikanan, perekonomian, serta sosial budaya. Perlindungan bawah laut dari berbagai kegiatan pelayaran yang merugikan sudah dilakukan pada kawasan tersebut seperti bentuk kegiatan pre-emtif, preventif, dan represif. Dengan adanya kasus perusakan lingkungan oleh aktivitas pelayaran dan potensi perusakan lingkungan oleh aktivitas pelayaran lainnya, maka diperlukan peraturan yang lebih mengikat untuk melindungi kawasan tersebut, terutama oleh aktivitas pelayaran internasional. Particularly Sensitive Sea Area (PSSA) adalah predikat dari International Maritime Organization (IMO) yang menjadikan daerah tersebut kawasan khusus dengan pemberlakuan perlakuan khusus tertentu. Pengusulan TNKJ sebagai penerima predikat PSSA dilakukan untuk melindungi TNKJ dari aktivitas pelayaran yang berpotensi merugikan lingkungan. Pengusulan TNKJ sebagai penerima predikat PSSA dilakukan dengan memenuhi kriteria PSSA yang sudah ditentukan oleh IMO, yaitu kriteria ekologi, sosial-ekonomi, dan penelitian pendidikan, setelah memenuhi prasyarat vulnerability of the area to damage by international shipping activities yang berpotensi merugikan lingkungan. Dari hasil penelitian yang dilakukan, didapatkan hasil bahwa TNKJ memenuhi semua kriteria yang disyaratkan oleh IMO sebagai penerima predikat PSSA. Selain itu perlu diusulkan juga Associated Protective Measures (APMs), tindakan pengaturan aktivitas kapal di daerah penyandang predikat PSSA, di TNKJ. Usulan yang diajukan kepada IMO sebagai APMs pada TNKJ adalah Non-Anchoring Area, Ship Reporting System, dan Area to be Avoided. Terakhir dilakukan penyusunan proposal PSSA yang akan diusulkan kepada IMO sebagai syarat pengajuan TNKJ untuk mendapatkan predikat PSSA di sidang Marine Environment Protection Committee (MEPC).

Karimunjawa National Park (KNP) as 1 (one) of 7 (seven) Marine National Parks in Indonesia
has extraordinary environmental potential. The abundance of marine biota resources such as
mangrove, seagrass, coral reef, and fish ecosystems has high benefits for research, tourism,
fisheries, economy, and socio-culture. Underwater protection from various shipping activities
has been carried out in the area such as preemptive, preventive and repressive activities. With
the case of environmental destruction by shipping activities and the potential for environmental
destruction by other shipping activities, more binding regulations are needed to protect the area,
especially by international shipping activities. The Particularly Sensitive Sea Area (PSSA) is a
predicate of the International Maritime Organization (IMO) which makes the area a special
region by applying certain special treatments. The proposal of KNP as the recipient of the PSSA
predicate is done to protect the National Park National Park from shipping activities that have
the potential to harm the environment. The proposal of KNP as the recipient of the PSSA award
is carried out by fulfilling the criteria of PSSA that have been determined by IMO, namely
ecological, socio-economic, and educational research criteria, after fulfilling the prerequisites
of vulnerability of the area to damage by international shipping activities that has the potential
to harm the environment. From the results of the research conducted, it was found that KNP
met all the criteria required by IMO as the recipient of the PSSA predicate. In addition it is also
necessary to submit Associated Protective Measures (APMs), actions to regulate ship activities
in regions with the PSSA title, in KNP. Proposals submitted to IMO as APMs for KNP are Non-
Anchoring Area, Ship Reporting System, and Area to be Avoided. Finally, the PSSA proposal
was submitted to the IMO as a requirement for KNP to obtain the PSSA title at the Marine
Environment Protection Committee (MEPC) session.
