Abstract

Perkembangan teknologi dan globalisasi memperluas jaringan rantai pasok perusahaan sehingga memaksa perusahan untuk mengkoordinasikan manajemen rantai pasok lebih efektif. Rantai pasok harus berjalan dengan baik dan terhindar dari risiko yang menyebabkan gangguan pada rantai pasok perusahaan dengan menerapkan manajemen risiko pada rantai pasoknya. Sebagai industri manufaktur kereta api satu-satunya di Indonesia PT Industri Kereta Api perlu menciptakan aliran rantai pasok yang handal (robust) terhadap berbagai macam permasalahan dan risiko yang dapat menyebabkan kegagalan maupun keterlambatan produksi agar dapat memenuhi kontrak yang disepakati sejak awal dan meningkatkan kepercayaan terhadap konsumen. Proyek kereta ekspor DMU Filipina merupakan proyek kereta sistem yang pertama kali di ekspor ke luar negeri sehingga proyek harus selesai tepat waktu demi menjaga komitmen dan peluang kerjasama berikutnya. Penelitian ini bertujuan untuk mengidentifikasi risiko-risiko potensial beserta penyebabnya hingga didapatkan usulan aksi mitigasi untuk menghindari risiko yang timbul pada proyek kereta ekspor sejenis di PT Industri Kereta Api (Persero). Desain penelitian ini menggunakan metode House of Risk (HOR) yang terbagi dalam dua tahap, tahap satu digunakan untuk identifikasi risiko dan penyebab risiko yang memiliki luaran berupa agen risiko prioritas setalah di analisis Pareto lalu HOR tahap dua memiliki luaran berupa usulan aksi mitigasi dari penyebab risiko prioritas. Teknik pengambilan data diperoleh berdasarkan hasil wawancara dan penilaian menggunakan kuesioner offline oleh para expert. Hasil penelitian pada HOR 1 teridentifikasi 53 risiko dan 102 penyebab risiko serta terpilih 41 agen risiko prioritas. Dari hasil HOR 2 telah teridentifikasi 50 aksi mitigasi prioritas dengan usulan aksi mitigasi prioritas tertingi yaitu melakukan sub-contractor untuk beberapa pekerjaan tertentu seperti drafter desain produksi.

Technological developments and globalization are expanding the company's supply chain network, forcing companies to coordinate supply chain management to be more effective. Supply chains must run well and avoid the risks that cause disruption to the company's supply chain by implementing risk management. As the only rolling-stock manufacturing company in Indonesia, PT Industri Kereta Api should have a robust supply chain managemenet to ensure the flow of production and reduce the risks that can cause failure or delay in delivery of agreed contracts. The Philippines DMU export train project is a system train project that need to be completed on time to demonstrate the commitment and provide an opportunity to gain next project. This study aims to identify potential risks and associated causes of rolling-stock supply chain, as wll as identifying the mitigation action recomendation. The design of this study uses the House of Risk (HOR) method, which is divided into two stage. Stage one is used to identify risks and causes of risk. The result of this stage is the priority risk agents, which was conducted through Pareto analysis. The second stage was to identify the proposed mitigation actions from risk causes priority. Data collection are obtained based on the results of interviews and assessments using offline questionnaires by the experts. The results of the study on HOR 1 identified 53 risks and 102 causes of risk and selected 41 priority risk agents. From the results of HOR 2, 50 priority mitigation actions have been identified with the highest priority mitigation action proposal, do sub-contracting for certain jobs such as the production design drafter.
