Abstract

Pemerintah kota Madiun saat ini mulai untuk merencanakan
membentuk e-government untuk menuju Smart City. Untuk
dapat mencapai Smart City, diperlukan adanya integrasi
teknologi informasi dan komunikasi dalam tata kelola seharihari dengan tujuan untuk meningkatkan efisiensi, memperbaiki
pelayanan publik dan meningkatkan kesejahteraan warga.
Dengan adanya e-government, maka akan membantu
pemerintah dalam memastikan penggunaan teknologi
informasi yang sesuai dan mendukung tujuan penyelenggaraan
pemerintahan. Di Indonesia, kebijakan mengenai e-government
sudah diatur pada peraturan pemerintah dalam Instruksi
Presiden Nomor 3 Tahun 2003 tentang Kebijakan dan Strategi
Nasional Pengembangan E-Government. Untuk mendukung
terselenggaranya e-government, dibutuhkan sebuah panduan
yang mampu untuk dijadikan kontrol dalam membentuk tata
kelola yang baik. Sehingga dibutuhkan penyusunan dokumen
panduan TI yaitu masterplan TI yang di dalamnya terdapat
perencanaan mengenai arsitektur informasi dan arsitektur
aplikasi. Perencanaan arsitektur informasi dan aplikasi dalam
penelitian ini dilakukan dengan menggunakan kerangka kerja
The Open Group Architecture Framework (TOGAF). Langkahviii
pertama yang dilakukan dalam penelitian ini adalah studi
literatur serta melakukan pengumpulan data melalui
wawancara dan review dokumen untuk mendapatkan kondisi
kekinian dari Pemerintah kota Madiun. Kemudian dilakukan
pendokumentasian arsitektur bisnis untuk mendapatkan
kebutuhan informasinya. Selanjutnya, dilakukan pembuatan
arsitektur sistem informasi yang terdiri dari arsitektur
informasi/data dan arsitektur aplikasi.
Hasil akhir dari penelitian ini adalah terbentuknya dokumen
perencanaan arsitektur informasi dan arsitektur aplikasi
masterplan e-government kota Madiun berdasarkan kerangka
kerja TOGAF dan sesuai dengan landasan yang ada yaitu
peraturan pemerintah dalam Instruksi Presiden Nomor 3 Tahun
2003 tentang Kebijakan dan Strategi Nasional Pengembangan
E-Government

The city government of Madiun is currently starting to plan a
form of e-government to go to Smart City. To be able to achieve
the Smart City, it is necessary to integrate information and
communication technology in daily governance with the aim of
increasing efficiency, improving public services and improving
people’s welfare. With the existence of e-government, it will
help the government in ensuring the use of information
technology that is appropriate and supports the objectives of
governance. In Indonesia, the policy on e-government has been
regulated in government regulations in Presidential Instruction
No. 3 of 2003 about National E-Government Development
Policy and Strategy. To support the implementation of egovernment, a guide is needed that is able to be used as control
in shaping good governance. So it takes the preparation of IT
guidance documents, namely the IT masterplan in which there
are plans regarding the information architecture and
application architecture. Information architecture and
application planning in this study was carried out using the
Open Group Architecture Framework (TOGAF) framework.
The first step in this research is to study literature and
collecting data through interviews and document reviews tox
obtain the current condition of the Madiun city government.
Then create the business architecture documentation to get the
information needs. Next, an information system architecture is
made consisting of information/data architecture and
application architecture.
The final result of this research is the documentation of the
planning information architecture document and application
architecture of the Madiun e-government masterplan based on
the TOGAF framework and in accordance with the existing
foundation, namely government regulations in Presidential
Instruction No. 3 of 2003 about E-Government Development
National Policies and Strategies.
