Abstract
Pencemaran di Kali Surabaya berasal dari hasil aktivitas masyarakat baik domestik maupun industri yang membuang limbahnya ke Kali Surabaya. Penelitian ini bertujuan untuk mengetahui faktor pencemar yang signifikan terhadap kualitas air Kali Surabaya sehingga dapat ditentukan strategi pengendalian pencemaran air Kali Surabaya yang tepat. Pada penelitian ini digunakan metode Structural equation Modelling (SEM) untuk mengetahui faktor pencemar yang berpengaruh signifikan terhadap pencemaran air di Kali Surabaya. Metode SEM digunakan dalam penelitian ini karena mampu menjelaskan seberapa besar pengaruh antar variabel yang berpotensi menyebabkan pencemaran di Kali Surabaya.
Data yang dibutuhkan untuk penelitian ini adalah data historis pemantauan kualitas air Kali Surabaya yang meliputi data konsentrasi BOD, COD, dan TSS di enam titik pantau; data kualitas air yang berasal dari limbah domestik; data kualitas limbah industri; dan data primer berupa kuisioner yang akan dibagikan kepada masyarakat bantaran Kali Surabaya. Aplikasi yang digunakan untuk metode SEM adalah Smart-PLS 3.0. Setelah diketahui faktor pencemar yang signifikan, maka ditentukan strategi pengendalian pencemaran di Kali Surabaya dengan menggunakan metode Analytical Hierarchy Process (AHP) dimana dapat ditentukan prioritas strategi. Penentuan prioritas strategi dilakukan dengan cara wawancara dengan dinas terkait upaya apa saja yang telah dilakukan serta rencana strategi kedepannya, setelah itu dilakukan pengisian kuisioner untuk menentukan prioritas strategi.
Hasil dari penelitian ini diketahui bahwa faktor terbesar pencemaran di hilir Kali Surabaya berdasarkan variabel faktor yang dikaji berasal kualitas air sepanjang kali surabaya dengan nilai signifikansi sebesar 13.582. Selain itu, variabel kualitas limbah domestik juga berpengaruh signifikan terhadap kualitas air di hilir Kali Surabaya dengan nilai signifikansi sebesar 2.801. Berdasarkan hasil analisis AHP prioritas strategi pengendalian pencemaran air Kali Surabaya yang berasal dari limbah domestik adalah pembuatan IPAL komunal, dengan nilai signifikansi sebesar 0.373.

Based on previous researchs, it is known that Surabaya River has been polluted. Mostly the pollutant are came from domestic and industrial activities that dispose of their waste into the river. This study aims to determine what factors are significant polluted for the quality of Surabaya River water, so that it can be determined the right strategy for controlling water pollution in Surabaya. In this study, the Structural Equation Modeling (SEM) method was used to determine the pollutant factors that significantly affected water pollution in Surabaya River. The SEM method is used in this study because it is able to explain how much influence between variables has the potential to cause pollution in Surabaya River.
The data needed for this study are historical data monitoring of Surabaya River water quality which includes data on BOD, COD, and TSS concentrations at six monitoring points; water quality data originating from domestic waste; industrial waste quality data; and primary data in the form of questionnaires that will be distributed to the community of Surabaya River banks. The application used for the SEM method is Smart-PLS 1.0. After finding significant pollutant factors, the pollution control strategy in Surabaya River was determined by using the Analytical Hierarchy Process (AHP) method where priority strategies can be determined. Determining the priority of the strategy is done by interviewing the department regarding what efforts have been made and future strategic plans, after which the questionnaire is filled in to determine the priority of the strategy.
The results of this study note that the biggest factor of pollution in the lower reaches of Surabaya River is based on the factor variables studied derived from water quality throughout Surabaya with a significance value of 13,582. In addition, the variable quality of domestic waste also has a significant effect on water quality downstream of Surabaya River with a significance value of 2,801. The priority of the strategy for controlling Surabaya River water pollution originating from the first domestic waste is the making of a communal WWTP in one city with a significance value of 0.373.
