Abstract

Dalam upaya peningkatan rasio elektrifikasi untuk mendukung pembangunan di Labuan Bajo, maka dibangun pembangkit-pembangkit baru salah satunya PLTMG “Flores”. PLTMG “Flores” merupakan pembangkit baru yang bersifat mobile serta dapat dioperasikan menggunakan bahan bakar Liquefied Natural Gas (LNG). Namun, cadangan minyak dan gas bumi di daerah Nusa Tenggara belum banyak diketahui. Dengan adanya rencana pengembangan Blok Masela melalui skema onshore LNG plant di Saumlaki akan membantu dalam pasokan LNG ke Labuan Bajo. Data rasio elektrifikasi yang rendah serta upaya PLN dalam membangun PLTMG “Flores” di Labuan Bajo melalui rencana jangka panjangnya maka diperlukan pembangunan infrastruktur pengantar suplai gas berupa LNG. Namun, letak Labuan Bajo yang cukup jauh dengan daerah pemasok LNG maka dapat dimanfaatkan sarana distribusi gas alam baru menggunakan small-scale LNG carrier. Payload dari small-scale LNG carrier ini berdasarkan konsumsi bahan bakar LNG untuk PLTMG “Flores” per hari. Ukuran utama didasarkan pada penempatan kontainer di ruang muat dan geladak . Combine Cycle Propulsion Plant yang dimaksud dalam penelitian ini adalah Combine Diesel & Steam Turbine dimana pemilihan mesin diesel dan turbin uap sebagai penggerak berdasarkan perhitungan hambatan dan propulsi Setelah itu dilakukan perhitungan teknis berupa perhitungan berat, freeboard, trim dan stabilitas. Ukuran utama yang memenuhi kriteria teknis dan regulasi adalah Lpp = 111.6 m; B = 22.4 m; H = 12 m; T = 5 m. Tinggi freeboard minimum yang didapatkan yaitu 2104 mm, tonase kotor kapal mencapai 7885 ton dan kondisi stabilitas kapal memenuhi kriteria. Biaya pembangunan sebesar Rp197,331,715,056.31.

In order to increase the electrification ratio to support development in Labuan Bajo, new plants were built, one of which is the PLTMG "Flores". PLTMG "Flores" is an electric Mobile Power Plant that uses Liquefied Natural Gas (LNG). In the Labuan Bajo area, there is no LNG supply to support the LNG PLTMG needs. The planned development of the Masela Block through the onshore LNG plant scheme in Saumlaki will assist in the supply of LNG to Labuan Bajo. The low electrification ratio data as well as the efforts of PLN in building the "Flores" PLTMG fueled by LNG in Labuan Bajo through long-term planning require the construction of infrastructure to supply gas in the form of LNG. This Final Project intends to provide a solution for creating natural gas distribution facilities such as LNG as fuel for power plants with small-scale LNG carrier. This payload of a small-scale LNG carrier is an LNG requirement that is used as a PLTMG fuel "Flores". The main size of the ship is determined based on the placement of tubes and containers on the ship. The Combine Cycle Propulsion Plant referred to this Final Project is Combine Diesel & Steam Turbine where the selection of diesel engines and steam turbines is driven by calculation of resistance and propulsion. After that, a technical calculation that consists of calculating weight, freeboard, trim, and stability were carried out. The main size obtained is Lpp = 111.6 m; B = 22.4 m; H = 12 m; T = 5 m. The minimum freeboard height is 2104 mm, gross tonnage is 7885 tonnes and stability conditions of small-scale LNG carriers meet the criteria. The construction costs is Rp197,331,715,056.31.
