Abstract

Galangan kapal merupakan industri manufaktur yang memiliki karakter khusus padat modal dengan nilai investasi pembangunan fasilitas produksi yang sangat tinggi sehingga membutuhkan perencanaan, penanganan dan pengelolaan yang serius untuk mampu bertahan dan tumbuh sebagai suatu industri yang sehat. PT. Industri Kapal Indonesia (Persero) merupakan galangan kapal milik negara (BUMN) terbesar ketiga yang berkantor pusat di Makassar, berencana mengembangkan usaha ke tiga wilayah yakni Ambon, Sorong, dan Timika. Menentukan lokasi galangan kapal baru dari alternatif lokasi yang ada perlu dilakukan secara cermat dengan metode yang tidak sederhana mengingat kompleksitas faktor dan adanya keterkaitan antar faktor, dengan terlebih dahulu mengidentifikasi faktor-faktor yang mempengaruhi dan dipengaruhi dalam pemilihan lokasi galangan kapal dan mengidentifikasi bobot masing-masing faktor, akan menghasilkan pemilihan lokasi yang paling strategis dengan pertimbangan yang komprehensif. Faktor-faktor yang mempengaruhi (dispatcher) dan dipengaruhi (receiver) dalam pemilihan lokasi galangan kapal didapatkan dengan metode DEMATEL, bobot masing-masing faktor dianalisa menggunakan metode DANP menghasilkan biaya material mentah merupakan faktor prioritas dengan skor 13,73%, dengan metode AHP diperoleh hasil alternatif lokasi paling strategis sebagai galangan kapal baru adalah Ambon dengan skor 40,94%.

Shipyard is a manufacturing industry that has a capital-intensive character
with the very high investment value for building production facilities, requiring
serious planning, handling and management to survive and grow as a healthy
industry. PT. Industri Kapal Indonesia (Persero) is the third largest state-owned
shipyard (BUMN), headquartered in Makassar, is planning to expand its business
to three areas namely Ambon, Sorong and Timika. Determining the location of the
new shipyard from existing alternatives need to be done carefully using advance
method due to the complexity of the factors and the interrelationship between
factors, by first identifying factors that influence (dispatcher) and are influenced
(receiver) in selecting shipyard locations and identifying their respective weights
factors, will result in the selection of the most strategic location with comprehensive
consideration. The influencing factors (dispatchers) and influenced (receivers) in
the selection of shipyard locations were obtained by the DEMATEL method, the
weight of each factor was analyzed using the DANP method with the results of raw
material costs being a priority factor with scores value 13.73%, then the from AHP
method obtained the most strategic alternative location is Ambon as the location of
the new shipyard with score value 40.94%.
