Abstract
Berkembangnya sarana transportasi laut menyebabkan peningkatan kebutuhan bahan bakar dari kapal atau alat transportasi laut. Untuk mengurangi penggunaan bahan bakar pada kapal, banyak ide dari para peneliti maupun pengelola dunia kapal yang diaplikasikan agar kapal dapat beroperasi dengan tingkat penggunaan bahan bakar seirit mungkin. Pengoperasian kapal pada kecepatan dibawah kecepatan desain menunjukkan efisien penggunaan bahan bakar yang lebih baik, dimana operasional kapal pada kondisi ini disebut slow steaming. Pada umumnya slow steaming diaplikasikan pada kapal-kapal niaga. Dengan adanya penurunan konsumsi bahan bakar maka akan tereduksi pula emisi karbondioksida yang dihasilkan dari proses pembakaran pada mesin. Pada penelitian ini dilakukan analisa operasional slow steaming pada kapal jenis kapal penumpang untuk rute pelayaran Tanjung Perak Surabaya - Lembar Lombok. Hasil analisa menunjukkan bahwa kapal yang didesain pada kecepatan service 16 knot ini, bila dioperasikan pada kecepatan 13,2 knot memerlukan bahan bakar 11,47 ton. Kondisi operasional ini dapat menurunkan kebutuhan bahan bakar pada rute yang sama bila dioperasikan pada kecepatan 15,66 knot yaitu sebesar 14,42 ton.
Dari segi keekonomian pengoperasian kapal pada kecepatan tersebut dapat menambah profit sebesar Rp. 1.320.284.710,- pertahun. Namun konsekuensi dari penurunan kecepatan ini adalah bertambahnya waktu tempuh dari 18,15 jam menjadi 21,22 jam. Penambahan waktu operasional tersebut masih memenuhi pola jadwal operasional dari perusahaan. Dengan adanya penambahan profit dan konsekuensi penambahan waktu tempuh, maka perlu dilakukan usaha-usaha oleh perusahaan untuk memberi kenyamanan pada penumpang selama pelayaran.

The development of sea transportation facilities has caused the increasing of fuel demand of sea transportation vehicles like ship. To reduce the fuel consumption of ships, researchers and shipping companies have applied many ideas so that the ships could operate as optimal as possible. The operation of the ship at speed below the design speed has shown more efficiency in fuel consumption, while the operation of the ship in this condition is called slow steaming. In general, slow steaming is applied to commercial ships. With the decreasing of fuel consumption, carbon dioxide emissions from the combustion process of the engine will be reduced. In this study an operational analysis of slow steaming was carried out on a passenger ship with Tanjung Perak Surabaya - Lembar Lombok route. The analysis shows that with the service speed designed at 16 knots, when it is operated at speed of 13.2 knots it requires fuel of 11.47 tons. This operational condition is able to reduce the fuel consumption on the same route if it is operated at speed of 15.66 knots with the fuel consumption of 14.42 tons.
From the economic perspective, the operation of the ship at that reduced speed is able to increase the profit by Rp. 1.320.284.710,- per year. Yet the consequence of it is there will be an increasing of the voyage time which is from 18.15 hours into 21.22 hours. The increasing of the operational time is then still compatible with the operational schedule pattern of the company. With the profit increase and the consequences of increasing voyage time, it is necessary that the company shall ensure the passengers comfort during the voyage.
