Abstract

Intelligent Transportation System (ITS) adalah penerapan
teknologi informasi dan komunikasi pada bidang transportasi.
Teknologi dan aplikasi ITS memantau kondisi lalu lintas pada
ruas jalan melalui video hasil rekaman kamera CCTV yang
dipasang di ruas jalan. Informasi dari video lalu lintas
kemudian diolah sehingga menghasilkan informasi terkait lalu
lintas tersebut seperti banyak kendaraan dan kecepatan
kendaraan. Informasi kecepatan kendaraan kemudian
diestimasi dan dimanfaatkan nantinya untuk kebijakan
pengembangan lalu lintas dan pengaturan lalu lintas. Pada
Tugas Akhir ini dilakukan estimasi kecepatan kendaraan
bergerak menggunakan motion vector. Penelitian dilakukan
dalam beberapa langkah yaitu akuisisi video dan pengaturan
parameter, pembuatan region of interest pada video, ekstraksi
citra frame video, preprocessing citra, menentukan motion
vector dengan three-step search block-matching algorithm,
penyeleksian motion vector, dan penghitungan kecepatan
kendaraan. Dari uji coba yang sudah dilakukan, motion vector
mampu melakukan estimasi kecepatan kendaraan bergerak
dengan akurasi terburuk 92.6194 % pada kecepatan 20 Km/jam
dan terbaik 96.5582 % pada kecepatan 30 Km/jam.

Intelligent Transportation System (ITS) is the application of
Information and Communication Technology in the field of
Transportation. ITS technology and applications can monitor
traffic conditions on the road through CCTV video installed on
the road. Information from traffic video can be processed to
generate traffic related information such as number of vehicles
and vehicles speed. Vehicle speed information can be estimated
so it can be utilized for traffic development policies and traffic
arrangements. In this Final Project, the speed of moving
vehicles is estimated using motion vector. The study was
conducted in several steps those are video acquisition and
determining parameters, creating video Region of Interest,
video frame image extraction, image preprocessing,
determining motion vector using three-step search, motion
vector selection, and vehicle speed calculation. From trials that
have been done, motion vector is able to do speed estimation of
moving vehicles with the worst accuracy is 92.6194 % for
speed 20 Km/h and best accuracy is 96.5582 % for speed 30
Km/h.
