Abstract
Lima Puluh sebagai salah satu kota yang terletak di Jalan Lintas
Sumatera, yang mana terdapat perlintasan sebidang antara jalan raya
dan jalan rel memicu rawannya kemacetan di ruas jalan tersebut. Salah
satu usaha pemerintah dalam menangani permasalahan tersebut yaitu
dengan mengadakan pembangunan jalan layang (flyover). Jalan layang
diharapkan bisa mengatasi kemacetan pada perlintasan sebidang antara
jalan raya dengan jalan rel tersebut. Studi kelayakan pembangunan
flyover di jalan Lima Puluh-Asahan dari segi lalu lintas mengacu pada
Manual Kapasitas Jalan Indonesia (MKJI, 1997) dan dari segi ekonomi
ditentukan berdasarkan nilai rasio terhadap penghematan Biaya Operasi
Kendaraan (BOK). BOK dianalisis pada saat kondisi eksisting dan
kondisi rencana dengan menggunakan metode Jasa Marga. Hasil analisis
menunjukkan DS pada jalan eksisting sebesar 0,555 di tahun 2014,
sedangkan DS sesudah ada flyover sebesar 0,929 di tahun 2037. Saving
yang terjadi sebesar Rp 653.178.762.302,39. Penghematan total (NPV)
sebesar Rp 495.596.022.880,58 (NPV>0) dan nilai BCR sebesar 4,145
(BCR>1), proyek dinyatakan layak dilaksanakan. ========== Lima Puluh as one of the city located in the Trans Sumatra,
where there are crossings between road and rail roads lead to
susceptibility of congestion on these roads. One of the government's
efforts in overcoming the problem is by build flyover construction.
Flyover expected to overcome congestion at crossings between highway
with the rail road. The feasibility study on the road flyover Lima Puluh-
Asahan in traffic terms refers to the Indonesian Highway Capacity
Manual (MKJI, 1997) and in economic terms is determined based on the
ratio of the Vehicle Operating Cost savings (BOK). BOK analyzed at the
time of the existing condition and the condition of the plan by using the
Jasa Marga method. The analysis results showed that DS for the existing
road is 0.555 in 2014, while DS after the flyover is 0.929 in 2037. Saving
happens Rp 653,178,762,302.39,-. Total savings (NPV) is Rp
495,596,022,880.58,- (NPV> 0) and BCR value of 4.145 (BCR> 1), said
the project is feasible.
