Abstract
Pelabuhan Teluk Lamong adalah proyek PT. Pelindo III sebagai
sarana penunjang Pelabuhan Tanjung Perak yang terletak sekitar
2 km dari pantai Teluk Lamong. Pelabuhan ini berfungsi sebagai
pelabuhan barang yang nantinya akan disinggahi oleh kapal –
kapal besar dengan kapasitas maksimum 35.000 DWT. Dengan
kapasitas sebesar itu tentu akan membuat Pelabuhan Teluk
Lamong mempunyai lalu lintas keluar masuk truk ekspedisi yang
tinggi sehingga dapat membuat kemacetan di jalan sekitarnya.
Tugas Akhir ini akan menganalisis kelayakan dari pembangunan
fly over di Jalan Akses Pelabuhan Teluk Lamong yang ditinjau
dari segi lalu lintas dan ekonomi jalan raya. Analisis yang akan
dihitung antara lain analisis tingkat kinerja jalan berupa Derajat
Kejenuhan (DS), analisis perhitungan penghematan nilai waktu
dan Biaya Operasional Kendaraan (BOK), analisis Benefit Cost
Ratio (BCR) dan analisis Net Present Value (NPV). Dalam Tugas
Akhir ini pada kondisi eksisting tahun 2014 nilai DS = 0,633 < 1
untuk arah Surabaya – Gresik dan DS = 0,991 arah sebaliknya,
maka kinerja jalan sudah hampir tidak berfungsi dengan baik.
Jika dilihat dari hasil perhitungan KAJI maka dapat disimpulkan
bahwa pembangunan fly over Jalan Akses Pelabuhan Teluk
Lamong layak dari segi lalu lintas, karena dengan adanya fly
over nilai DS berkurang yaitu pada tahun 2034 untuk arah keluar
pelabuhan DS = 0,267 dan arah sebaliknya DS = 0,371. Adapun
analisis kelayakan fly over secara ekonomi akan ditentukan
berdasarkan nilai rasio benefit dan cost. Benefit yang dihitung
adalah penghematan BOK dan nilai waktu, nilai BOK dihitung
berdasarkan metode Jasa Marga. Didapat nilai BCR = 2,88 > 1
dan NPV = Rp 1.402.399.817.323 > 0 hal ini menunjukkan
proyek memenuhi syarat kelayakan secara ekonomi. ========== Teluk Lamong Port is a project of PT. PELINDO III for
supporting the Tanjung Perak Port which is located
approximately 2 miles from Lamong Bay. This port serves as the
port of goods that will be visited by boat - a large vessel with a
maximum capacity of 35,000 DWT. With a capacity for it would
make Teluk Lamong Port has traffic in and out of the truck
expedition high so as to make the congestion in the surrounding
streets. The final project will analyze the feasibility of the
construction of flyovers in Teluk Lamong Port that in terms of
traffic and highway economy. The analysis will include analysis
calculated the level of performance in the form of Degree of
Saturation (DS), the analysis of the calculation of the time value
saving and Vehicle Operating Costs, analysis of Benefit Cost
Ratio (BCR) and analysis of the Net Present Value (NPV). In
this final project in the existing condition 2014 DS value = 0.633
<1 for the direction of Surabaya - Gresik and DS = 0.991 in the
opposite direction, then the performance of the road is barely
functioning properly. If seen from the results of calculations it
can be concluded that KAJI flyover development Teluk Lamong
Port Access Road decent in terms of traffic, because of the
presence of the fly over the DS value is reduced for the years of
2034 to the direction of exit port of the DS = 0.267 and reverse
direction DS = 0.371. The analysis of economic feasibility of
flyover will be determined based on the ratio value of benefit and
cost. Benefits is the BOK and the time value savings, BOK value
is calculated based on the method of Jasa Marga. Obtained value
of BCR = 2.88 > 1 and NPV = Rp 1.402.399.817.323 > 0 it
indicates eligible project economic feasibility.
