Abstract

Kawasan Jalan Sutoyo merupakan salah satu jalan
protokol di Kota Banjarmasin yang sering mengalami banjir.
Sepanjang jalan Sutoyo terdapat saluran primer dari sistem
drainase kawasan Jalan Sutoyo. Saluran primer ini bermuara di
Sungai Barito. Kawasan Jalan Sutoyo memiliki tingkat resiko
banjir yang tinggi terlihat dari beberapa banjir yang terjadi pada
kawasan ini. Oleh karena itu, suatu evaluasi yang bermuara pada
perencanaan sistem drainase kawasan Jalan Sutoyo ini
dibutuhkan guna meredam tingkat resiko banjir yang tinggi.
Analisa kapasitas penampang dilakukan terhadap
keseluruhan area yang berpengaruh pada saluran primer lokasi
studi. Perlu diketahui bahwa pada kondisi eksisting saluran
primer drainase lokasi studi memiliki beberapa percabangan dan
beberapa pembalikan arah aliran saluran mengikuti kemiringan
saluran yang ada. Perhitungan debit menggunakan metode
hidrograf rasional. Hasil dari analisa kapasitas penampang
eksisting akan dipergunakan untuk dasar perencanaan yang
dibutuhkan pada kawasan jalan sutoyo kota Banjarmasin.
Perencanaan perkuatan saluran diaplikasikan guna
mengakomodasi perencanaan sistem drainase kawasan yang ada.
Hasil evaluasi kondisi pasang maksimum menunjukkan
terjadinya luapan sedangkan pada pasang rata-rata tidak
menunjukkan adanya luapan. Hal ini mengindikasikan pasang
surut yang terjadi sangat berpengaruh pada kapasitas saluran.

Penurunan muka air pasang maksimal akan dibutuhkan guna
menjaga debit limpasan dari setiap catchment mengalir secara
normal. Rekayasa teknik seperti normalisasi penampang guna
meninggikan tanggul menjadi tidak efektif. Oleh karena itu, guna
menanggulangi kondisi yang ada direncanakan 2 buah pintu
penahan pasang, 2 buah pintu pembatas subDAS. Adanya potensi
kolam tampung dan long storage direncanakan pada lokasi studi
dengan kapasitas total mencapai 151840.5 m3. Pada kondisi
pasang, stasiun pompa dengan kapasitas total 16 m3/s akan
dioperasikan guna menjaga kapasitas tampungan tertinggi pada
elevasi maksimum 2.3m. Adapun bentuk perkuatan saluran yang
sesuai adalah Jaya Beton Flat Type Pc.Sheetpile, JIS A 5326 tipe
F-190-500 (Mcrack = 9.2 t.m = 92 kN.m).

Sutoyo street is one of main road area in Banjarmasin
city have often flooded. Along the Sutoyo street there is primary
drainage channels which is part of drainage systems of Sutoyo
main road area. This primary drainage channel flow out into
the Barito river. Based on flooded occurrences, Sutoyo main
road area can categories as a high risk of flooding area.
Therefore, an evaluation that lead to enhance the drainage
system planning in Sutoyo main road area is needed in order to
reduce the high flood risk level.
An analyses of overall cross-sectional channel capacity
of the area which have influence to the primary channel on site
location was done. The existing condition of primary drainage
channel have multiple branches and some reversal of the flow
channel due to the changing slopes of channels. The runoff
discharge was calculated using rational hydrograph method.
The cross-sectional capacity of existing channel analysis results
will be used as data for advanced drainage system planning in
the Sutoyo main road area Banjarmasin city. In this research,
the drainage system, channel capacity, channel construction,
and drainage facilities is evaluated.
The results of the evaluation indicated that there is a
flooding at the maximum tidal surge while at the average tidal
surge did not show any flooding. This result indicated that tidals
factor are very influential on the channel capacity. A decreasing
of maximum tidal water level is needed to maintain the runoff
discharge of each catchment flowing normally without any
impounding. Engineering techniques such as the normalization

of cross-section in order to rise the embankment height becomes
ineffective. Therefore, in order to overcome the existing
conditions it have been designed to built two tidal surge barrier
gate and two sub-catchment divider gate. The detention pond
and long storage designed at site location with a total capacity
reached 151840.5 m3 are potential to use. At the maximum tidal
conditions, pumping stations with a total capacity of 16 m3 / s
will be operated to maintain the highest level of the detention
system at maximum elevation of 2.3 m. The suitable
construction of the channel reinforcement corresponding to the
required design is Jaya Concrete Flat Type Pc.Sheetpile, JIS A
5326 F-190-500 type (Mcrack = 9.2 kN.m tm = 92 kN.m)
