Abstract

Sungai Kemuning yang berada di Kabupaten Sampang mengalami banjir hampir setiap tahun di musim penghujan. Kondisi ini berbanding terbalik saat musim kemarau, dimana DAS Kemuning mengalami kekeringan, sehingga kebutuhan air baku masyarakat tidak terpenuhi. Kelebihan air pada musim penghujan seharusnya dapat dimanfaatkan untuk memenuhi kebutuhan air baku masyarakat. Tujuan dari studi ini yaitu untuk mengetahui bencana banjir dan kekeringan serta dampaknya yang terjadi pada DAS Sungai Kemuning, serta mengetahui potensi tampungan dalam penyediaan air baku dan pengendalian banjir Sungai Kemuning. Dalam menganalisa hidrologi dan hidrolika dilakukan dengan program bantu HEC-HMS dan HEC-RAS. Berdasarkan analisa perhitungan, diperoleh debit banjir sebesar 360,4 m3/detik, sedangkan kapasitas sungai hanya mampu mengalirkan 35 m3/detik. Hal ini menunjukkan kapasitas sungai tidak mampu mengalirkan debit banjir yang terjadi. Oleh karena itu, studi ini menganalisa suatu skenario berupa tampungan yang dapat menahan kelebihan debit pada saat musim hujan sekaligus menyediakan air baku terutama saat musim kemarau. Skenario didasarkan atas lokasi tampungan, dengan mengkombinasikan letak tampungan pada tiga cabang sungai utama pada sungai Kemuning. Terdapat tiga skenario dalam studi ini, skenario pertama dilakukan dengan meletakkan satu tampungan pada sungai utama dan di masing-masing tiga cabang sungai utama. Sedangkan untuk skenario kedua dan ketiga dilakukan dengan menambahkan beberapa tampungan dari skenario sebelumnya. Berdasarkan hasil simulasi ketiga skenario tersebut, maka diperoleh pengurangan debit banjir rencana dan ketersediaan air terbesar pada skenario ketiga. Hasil dari skenario ketiga diperoleh debit banjir maksimum berkurang menjadi 241,9 m3/detik. Sedangkan apabila tampungan-tampungan pada skenario ketiga dijumlahkan, maka akan didapatkan hasil tebesar jika dibandingkan skenario lain, yaitu sebesar36.952.989,8 m3. Hasil dari simulasi skenario 1, 2, dan 3 menunjukkan bahwa pemberian tampungan pada DAS Kemuning mampu menahan debit banjir dan menyediakan air baku, namun belum secara menyeluruh. ========== Kemuning river which located in Sampang were flooded almost every year in the rainy season. This condition is inversely when the dry season, the Kemuning watershed suffered drought, so that the raw water needs of society are not fulfilled. The excess water in the rainy season should be used to fulfill the needs of society raw water. The purpose of this study is to determine the flood and drought and the impact that occurs in Kemuning watershed, as well as know the potential of reservoirs in the raw water supply and flood control Kemuning River. To analyze the hydrology and hydraulics conducted with assistive program HEC-HMS and HEC-RAS. Based on the analysis calculations, the flood discharge amounting 360.4 m3 / sec, whereas the capacity of the river is only able to drain 35 m3 / sec. This is showing that the capacity of the river is not able to drain the flood discharge occurred. Therefore, this study analyzed a scenario such as reservoirs that can restrain the excess flow in the rainy season as well as providing the raw water, especially during the dry season. The scenario is based on the location of reservoirs, with combine the location of reservoirs in the three major rivers branches in Kemuning river. There are three scenarios in this study, the first scenario is done by putting a reservoirs in the major rivers and in each of the three major branches of the river. While for the second and third scenarios is done by adding some reservoirs from the previous scenarios. Based on the three scenarios simulation results, then we obtain the largest reduction of flood discharge and water availability is in the third scenario. The results from the third scenarios is obtained maximum flood discharge was reduced to 241.9 m3 / sec. Whereas if the reservoirs on the third scenario added together, it will get the biggest results when it compared with other scenarios, the amount is 36.952.989,8 m3. The results from the simulation scenarios 1, 2, and 3 is indicated that the giving of reservoirs in the Kemuning watershed is able to resist flood discharge and supply of raw water, but has not been overall.
