Abstract
Salah satu target yang ingin dicapai dalam Millenium Development Goals
(MDGs) bidang kelestarian lingkungan yaitu menurunkan separuh proporsi
penduduk yang tidak memiliki akses berkelanjutan terhadap air minum yang aman
dan sanitasi dasar pada 2015. Target ini akan terus ditingkatkan hingga tahun 2025
mencapai 100% penduduk terlayani air bersih. Untuk itu pengembangan Sistem
Penyediaan Air Minum (SPAM) terus ditingkatkan dari tahun ke tahun. Peran serta
masyarakat merupakan salah satu aspek yang terus dikembangkan oleh Pemerintah
untuk mengembangkan SPAM. Himpunan Penduduk Pemakai Air Minum
(HIPPAM) merupakan organisasi masyarakat yang melakukan pengolahan air
bersih secara mandiri. Dalam pelaksananya, HIPPAM masih memiliki beberapa
kendala, diantaranya adalah kurangnya pemeliharaan dan kurangnya koordinasi
sehingga beberapa HIPPAM tidak bertahan lama.
Penelitian ini dilakukan untuk mengidentifikasi dan memperbaiki proses
pada salah satu HIPPAM yang berada di Kabupaten Madiun yaitu HIPPAM Tirto
Tentrem. Untuk melakukan perbaikan proses bisnis, hal yang lebih dahulu
dilakukan yaitu memetakan proses bisnis. Pemetaan proses bisnis dilakukan dengan
menggunakan Integration DEFinition Language 0 (IDEF0). Setelah proses bisnis
dipetakan, maka langkah selanjutnya yaitu melakukan identifikasi kegagalan pada
semua aktivitas yang dilakukan dalam HIPPAM. Identifikasi kegagalan dilakukan
dengan menggunakan metode Failure Mode Effect Analysis (FMEA). Hal yang
paling mendasar dari terjadinya suatu kegagalan yaitu adanya penyebab kegagalan
tersebut terjadi. Setelah mengetahui bentuk kegagalan yang terjadi, selanjutnya
yaitu mengidentifikasi faktor penyebab kegagalan dengan menggunakan Root
Cause Analysis (RCA). Penelitian ini menghasilkan rekomendasi yang berguna
dalam meminimalisir terjadinya kegagalan sehingga proses bisnis dapat berjalan
dengan lebih baik. Rekomendasi yang diberikan berupa pembuatan Standar
Operational Procedure (SOP), perancangan sistem penyaringan air, pemasangan
meteran air.

Decreasing people who doesn’t have sustainable access to good drinking
water and sanitation by half is one of the targets that want to be achieve in
Millenium Development Goals (MDGs) in environmental sustanaiblity sector in
2015. This target will be continuously increases until 2025 to become 100% people
served with clean water. In order to achieve that target, Drinking Water Supply
System need to be develops year by year. The role of society is one of important
aspect that needs to be optimizes by government to develop the system. Himpunan
Penduduk Pemakai Air Minum (HIPPAM) is an organization that has main activity
to do clean water process independently. In the implementation of its activity,
HIPPAM face several problems, there are less maintanace and less coordination.
Therefore some HIPPAM are not survived.
This research was conduct to identify and improve the business process in
one of HIPPAM that located in Madiun district, HIPPAM Tirto Tentrem. The first
thing that has to be conduct to improve the business process is business process
mapping. Business process mapping is conducted by using Integration DEFinition
Language 0 (IDEF0). After the business process was mapped, the next step is
identifies the failure in all of activities that conducted by HIPPAM. Failure
identification conducted by using Failure Mode Effect Analysis (FMEA). The basic
thing that makes a failure occurred is it has a cause. After knowing the failure that
occurred, the next step is identifying the cause of the failure by using Root Cause
Analysis (RCA). This research output is a recommendation for HIPPAM to minize
the failure, so that the business process can run well. The recommendation is a
Standar Operational Procedure (SOP), water filter system design and water mater
installation.
