Abstract
Di Indonesia, peningkatan ketahanan pangan merupakan salah satu
program utama nasional sejak dua dasawarsa yang lalu sebagai wujud
komitmen Indonesia yang telah menjadi salah satu penandatangan
kesepakatan MDGs. Untuk menurunkan tingkat kerawanan pangan, perlu
diidentifikasi faktor-faktor yang mempengaruhinya. Tujuan penelitian ini
adalah memodelkan kerawanan pangan untuk Kabupaten rawan pangan di
Indonesia dengan metode SEM – Partial Least Square. Unit penelitian
terdiri dari 100 Kabupaten di Indonesia yang memiliki peringkat indeks
ketahanan pangan komposit terendah dari hasil FSVA 2009, dan faktor
ketersediaan, akses, dan penyerapan sebagai variabel laten eksogen, serta
faktor kerawanan pangan sebagai laten endogen. Hasil analisis
menunjukkan bahwa 100 Kabupaten rawan pangan di Indonesia memiliki
karakteristik yang heterogen ditinjau dari indikator-indikator kerawanan
pangan. Nilai range indikator penyusun faktor akses dan penyerapan
pangan yang hampir semuanya adalah lebih dari 50%, serta nilai standar
deviasi indikator pengukur faktor ketersediaan pangan lebih besar dari
mean data yang menggambarkan data memiliki keragaman tinggi.
Berdasarkan model kerawanan pangan yang terbentuk melalui analisis
SEM-PLS yang telah dilakukan, faktor ketersediaan, akses dan penyerapan
pangan memiliki pengaruh positif terhadap kerawanan pangan suatu
wilayah. Varians kerawanan pangan di Kabupaten rawan pangan
Indonesia dapat dijelaskan oleh ketiga faktor secara bersama sebesar
59,3%.

In Indonesia, increase of food security is one of the major national
program since two decades ago as a commitment of Indonesia, which has
become one of the signatories of the MDGs agreement. But until now,
Indonesia still faces many problems and challenges that must be wary to be
able to achieve food security. To reduce the level of food insecurity, need to
be identified the factors that influence it. The aim of this research is to
modeling of food insecurity to food insecure district in Indonesia with SEM
method - Partial Least Square. The unit consisted of one hundred districts
in Indonesia which has a lowest rank of composite food security index in
the FSVA 2009 results, and the availability, access, and absorption of food
as exogenous latent variables, as well as food insecurity as a factor
endogenous latent. The analysis showed that one hundred of food insecure
district in Indonesia have heterogeneous characteristics in terms of
indicators of food insecurity. Value range indicator constituent factor of
access and absorption of food that almost all of them are more than 50%,
as well as the standard deviation indicator measuring the availability of
food is greater than the mean of data that describes the data has a high
diversity. Based on the model of food insecurity that is formed through the
SEM-PLS analysis has been done, the availability, access and absorption of
food has a positive influence on the food insecurity of the region. Variance
of food insecurity in the district of Indonesian food insecurity can be
explained by three factors together amounted to 59.3%.
