Abstract
Standar pelayanan Minimal (SPM) bidang kesehatan
merupakan tolak ukur kinerja pelayanan kesehatan yang
diselenggarakan daerah kabupaten/kota. Puskesmas sebagai pusat
pelayanan kesehatan perseorangan primer diharapkan mampu
memberikan pelayanan kesehatan yang optimal sehingga dapat
mencapai target SPM Bidang Kesehatan tahun 2015. Pada penelitian
ini dilakukan pengelompokan Puskesmas di Surabaya untuk
menjelaskan penyebaran pelayanan kesehatan di Surabaya
berdasarkan output yang dirasakan masyarakat terkait capaian SPM.
Data yang digunakan adalah data sekunder yang diperoleh dari data
Profil Kesehatan Kota Surabaya tahun 2013 dengan 15 variabel.
Metode yang digunakan adalah cluster analysis. Dihasilkan
kesimpulan yakni berdasarkan statistika deskriptif, terlihat bahwa
sebagian besar indikator-indikator tersebut sebanyak 80% belum
mencapai standar yang telah ditetapkan. Kemudian faktor pelayanan
kesehatan yang terbentuk yakni pelayanan ibu, pelayanan
pemberantasan penyakit, pelayanan kebidanan, pelayanan
kesejahteraan keluarga, dan pelayanan pencegahan penyakit.
Berdasarkan analisis klaster dengan ward method, dari 62 puskesmas
didapatkan 3 kelompok. Kelompok 1 memiliki capaian pelayanan
kesehatan rendah. Kelompok 2 mempunyai capaian pelayanan
kesehatan sedang. Kelompok 3 mempunyai capaian pelayanan
kesehatan tinggi.

Minimum service standard on health is a benchmark of
health service performance, which is conducted by subprovince/
city. Health center as the primary individual health care
centers are expected to offer an optimal health service so as to
achieve SPM target on health area in 2015. In this research, sub
diving of health centers in Surabaya to clarify deployment of
health services due to people’s perceived related to minimum
service standard on health area’s achievement. It used secondary
data, which is obtained from Surabaya’s health profile in 2013
with 15 variables. Cluster analysis is the method that used in this
research. It giving a conclusion that due to descriptive statistics,
seen that most of those indicators haven’t reached as much as
80% and get hold of defined standards. Afterwards the health
services factors that formed are maternal care, disease control
services, midwifery services, family welfare services, and disease
preventive services. Based on cluster analysis with Ward method,
of 62 health centers obtained three groups. First group has lower
health care achievement, second group has a moderate health
care achievement and the last group has high health care
achievement.
