Abstract

Kampus Institut Teknologi Sepuluh Nopember (ITS) Surabaya memiliki lahan seluas
±187 Ha. Terletak di Kelurahan Keputih, Kecamatan Sukolilo dan Kelurahan Gebang,
Kecamatan Mulyosari. Pengembangan bangunan Kampus ITS mengakibatkan perubahan tata
guna lahan yang cukup signifikan. Daerah yang memiliki banyak lahan kosong menjadi lahan
terbangun untuk kebutuhan pengembangan kampus. Perubahan tata guna lahan yang terjadi
berpengaruh terhadap kondisi drainase Kampus ITS. Pada musim hujan, beberapa saluran
drainase tidak dapat menampung kelebihan debit air sehingga terjadi genangan di beberapa
lokasi Kampus ITS. Untuk menanggulangi permasalahan yang ada, maka dilakukan studi
tentang analisa kebutuhan kolam tampungan pada drainase Kampus ITS berdasarkan
masterplan drainase ITS. Tujuan dari studi ini adalah untuk mengetahui besar penurunan debit
banjir di Kampus ITS setelah adanya kolam tampungan.
Analisa yang dilakukan dibuat 3 skenario berdasarkan lokasi genangan. Pada skenario
1 menggunakan 4 kolam tampungan eksisting ditambah 1 kolam tampungan rencana, skenario
2 mengunakan 4 kolam tampungan eksisting ditambah 3 kolam tampungan rencana, dan
skenario 3 menggunakan 4 kolam tampungan eksisting ditambah 4 kolam tampungan rencana.
Setiap skenario kemudian dilakukan analisis hidrologi dengan menggunakan program bantuan
HEC-HMS dengan input data hujan, data tata guna lahan dan time lag sehingga dapat
menghasilkan debit banjir dengan periode ulang tertentu. Selanjutnya diperlukan analisis
hidrolika menggunakan HEC-RAS dengan input potongan melintang dan nilai manning
sehingga diperoleh tinggi elevasi muka air di penampang saluran.
Hasil analisis menunjukkan terjadinya penurunan debit banjir pada pembuangan akhir.
Pada skenario 1 debit akhir yang dihasilkan untuk saluran Kalidami sebesar 2,717 m3/dt. dan
saluran Kalibokor sebesar 2,401 m3/dt. Pada skenario 2 debit yang dihasilkan untuk saluran
Kalidami sebesar 2,496 m3/dt. dan saluran Kalibokor sebesar 2,285 m3/dt. Pada skenario 3
debit yang dihasilkan untuk saluran Kalidami sebesar 2,427 m3/dt. dan saluran Kalibokor
sebesar 2,217 m3/dt.

Institute of Technology Sepuluh Nopember Surabaya (ITS) has a total land area about
± 187 Ha. It is located in Sub-District of Keputih, District of Sukolilo and Sub-District of
Gebang, District of Mulyosari. The development of ITS Building resulted significant changes
of land using. An area that has a lot of bare space converted into building site through
development purposes. The changes of land using affect to condition of drainage in ITS. In the
rainy season, some drainage channels cannot accommodate the excess flow of water, and it
gives an impact of baseflow in several locations inside ITS. To overcome this problem, then
conducted a study about analyzing of reservoir at ITS’s drainages based on its master plan.
The aim of this study is to determine the major declining of flood in ITS after applying
reservoir system.
Analysis performed three scenarios based on the location of baseflow. In scenario one
using four existing reservoir with additional of one proposed pound, scenario two using four
existing reservoir with additional of three proposed pound, and scenario three using four
existing reservoir with additional of four proposed pound. Each scenario then performed a
hydrological analysis using HEC-HMS by inputting rainfall data, land use data, and time lag
data that can achieve discharge of flood with a specific repetition period. Further, it needs a
hydraulics analysis using HEC-RAS by inputting cross section and manning value in order to
obtain a surface water elevation in the channel section. The analysis showed a declining flood
discharge at the end of disposal. In scenario one, the final discharge is produced for Kalidami
channel about 2,717 m3/sec, and Kalibokor channel is about 2,491 m3/sec. In scenario two, a
discharge is produced for Kalidami channel about 2,496 m3/sec, and Kalibokor channel is
about 2,285 m3/sec. In scenario three, a discharge is produced for Kalidami channel about
2,427 m3/sec, and Kalibokor channel is about 2,217 m3/sec.
