Abstract

Ketika layanan pemerintah berbasis elektronik (e-government) berkembang, aplikasi tradisional seperti portal online menghadapi tantangan di era digital baru dimana masyarakat haus akan saluran komunikasi yang lebih nyaman dan beragam. Perkembangan zaman dan ilmu pengetahuan telah membawa dampak yang signifikan terhadap berbagai aspek kehidupan masyarakat di dunia. Sekarang disadari bahwa difusi TIK lebih dari sekedar adopsi dan adaptasi teknologi. Perkembangannya TIK yang sangat cepat dan pesat menuntut semua komponen lembaga pemerintahan harus mampu mengejarnya, khususnya hal ini terkait dengan penerapan e-government. Mengingat betapa kompleksnya pengembangan dari e-government di lingkungan instansi pemerintah pusat maupun daerah, dibutuhkan kepemimpinan yang kuat di masing-masing institusi atau unit pemerintahan agar proses transformasi menuju e-government dapat dilaksanakan dengan sebaik-baiknya. Dalam pengembangan e-government diperlukan arsitektur dan kerangka pengembangan yang jelas agar hasilnya juga maksimal. Salah satu yang faktor yang menjadikan keberhasilan penerapan e-government menurut intruksi presiden no 3 tahun 2003 adalah e-leadership. e-leadership adalah hasil logis dari lingkungan e-work yang dibawa oleh perkembangan teknologi informasi dan integrasinya dalam proses organisasi. E-leadership menjadi kunci keberhasilan penerapan e-government. Pada penelitian ini peneliti ingin melakukan penelitian terkait ada tidaknya pengaruh e-leadership terhadap kesuksesan e-government di instansi pemerintahan tingkat pusat, provinsi, kabupaten/kota di Indonesia. Hubungan ini dibentuk dari hasil pengukuran e-leadership dengan hasil evaluasi SPBE. Dengan diketahui ada atau tidaknya hubungan antara e-leadership dengan keberhasilan/kesuksesan penyelenggaraan e-government peneliti dapat mengeksplorasi bagaimana e-leadership dapat mempengaruhi keberhasilan e-government. Sehingga tujuan akhir dari penelitian ini adalah meningkatkan pelayanan pemerintah dalam rangka mewujudkan tata kelola pemerintahan yang baik (good governance).

When electronic-based government services (e-government) develop, traditional applications such as online portals face challenges in the new digital era where people are thirsty for more convenient and diverse communication channels. The times and science have had a significant impact on various aspects of people's lives in the world. Now it is realized that the diffusion of ICTs is more than just the adoption and adaptation of technology. The rapid and rapid development of ICT demands that all components of government institutions must be able to pursue it, especially this is related to the implementation of e-government. Given how complex the development of e-government is in the environment of central and regional government agencies, strong leadership is needed in each institution or unit of government so that the transformation process towards e-government can be carried out as well as possible. In the development of e-government, a clear architecture and development framework is needed so that the results are also maximized. One of the factors that make the success of implementing e-government according to presidential instruction number 3 of 2003 is e-leadership. e-leadership is a logical result of the e-work environment brought about by the development of information technology and its integration in organizational processes. E-leadership is the key to the success of implementing e-government. In this study, the researchers wanted to conduct research related to the presence or absence of the influence of e-leadership on the success of e-government in central, provincial, district/city level government agencies in Indonesia. This relationship is formed from the results of the measurement of e-leadership with the results of the SPBE evaluation. Given the presence or absence of a relationship between e-leadership and the success/success of implementing e-government, researchers can explore how e-leadership can influence the success of e-government. The ultimate goal of this research is to improve government services in order to realize good governance.
