Abstract
Keandalan sistem kelistrikan sangat penting untuk mendukung operasional suatu perusahaan. Hal ini dapat dipengaruhi oleh gangguan hubungan singkat fasa maupun gangguan tanah. Sehingga untuk menjaga keandalan sistem kelistrikan diperlukan suatu sistem koordinasi pengaman yang baik dan tepat, agar dapat mengisolasi gangguan-gangguan yang mungkin terjadi. Selain itu, gangguan hubungan singkat dapat menimbulkan Insiden Energi Busur Api yang berbahaya bagi para pekerja di sekitar area timbulnya Insiden Energi Busur Api. Berdasarkan IEEE 1584 – 2002, besar energi Busur Api pada sistem kelistrikan tegangan rendah dan tegangan menengah digunakan sebagai pedoman untuk menentukan jarak aman (flash protection boundary / FPB) sedangkan standar NFPA 70E 2015 digunakan untuk menentukan Alat Pelindung Diri (APD) yang sesuai berdasarkan besar nilai insiden energi busur api saat terjadi gangguan hubungan singkat. Insiden energi dapat dihitung dengan menentukan arus gangguan bolted 3 fasa, sedangkan fault clearing time (FCT) merupakan waktu pemadaman busur api saat gangguan hubungan singkat berlangsung. Semakin cepat FCT maka besar insiden energi saat terjadi gangguan akan semakin kecil. FCT dapat diperoleh dari rele merasakan gangguan dan memerintah Pemutus daya (PMT) untuk trip dan waktu CB saat bekerja. Pada PT PJB UBJOM PLTU Rembang, masih terdapat beberapa koordinasi pengaman yang kurang tepat, sehingga perlu dilakukan pengaturan ulang. Setelah dilakukan pengaturan ulang koordinasi pengaman rele gangguan arus lebih, didapatkan tingkatan waktu antar rele yang sesuai dengan standar dan melindungi peralatan dengan baik, serta perhitungan nilai insiden energi yang mengacu pada standar sebagai penentu Alat Pelindung Diri.

The reliability of the electrical system is very important to support the operations of a company. This can be affected by phase short circuit disturbances or soil disturbances. So as to maintain the reliability of the electrical system, a good and appropriate protection coordination system is needed in order to isolate the disturbances that might occur. In addition, short circuit disturbances can cause incidences of dangerous arc flash energy for workers around the area, the incident of arc flash energy. Based on IEEE 1584 - 2002, large arc flash energy in low voltage and medium voltage electrical systems is used as a guideline to determine the safe distance (flash protection boundary, FPB) while the 2015 NFPA 70E standard is used to determine the appropriate Personal Protective Equipment (PPE) based on incident energy arc flash value when a short circuit occurs. Incident energy can be calculated by determining a three phase fault current bolt, while fault clearing time (FCT) is an arc flash blackout time when a short circuit interruption takes place. The faster the fault clearing time, the greater the incident energy when the interference occurs, the smaller it will be. Fault clearing time can be obtained from the relay to feel interference and rule the Circuit Breaker (CB) for trips and CB times when working. At PT PJB UBJOM PLTU Rembang, there are still some improper coordination of protection, so it is necessary to do resetting. After resetting overcurrent relay protection coordination, it is obtained grading time between relay that is in accordance with the standards and protects the equipment properly, as well as calculating the value of energy incidents that refer to standards as determinants of Personal Protective Equipment (PPE).
