Abstract

Proteksi pada sistem kelistrikan untuk mengamankan suatu peralatan listrik memiliki peran yang sangat penting. Sistem proteksi memiliki fungsi untuk mendeteksi gangguan hubung singkat dan dapat mencegah peralatan listrik mengalami kerusakan akibat gangguan. Sistem proteksi ini perlu koordinasi yang baik agar sistem bekerja secara handal. PT Pertamina RU IV Cilacap merupakan salah satu kilang minyak terbesar di Indonesia. BUMN melakukan kerjasama dalam penyediaan layanan kelistrikan dari PLN untuk 5 (lima) kilang Pertamina, salah satunya adalah kilang RU IV Cilacap. Integrasi sistem kelistrikan tersebut menyebabkan perubahan nilai arus jika terjadi gangguan pada sistem. Oleh karena itu, diperlukan studi analisis dan evaluasi terhadap pengaman sistem. Tugas akhir ini akan membahas tentang analisis dan evaluasi rele pengaman pada PT Pertamina RU IV Cilacap. Pembahasan akan berfokus pada pengaturan koordinasi rele arus lebih fasa dan rele arus lebih ground yang tepat. Dari hasil analisis koordinasi proteksi kurva rele pengaman eksisting dapat diketahui bahwa terdapat pengaturan pickup dan pemilihan time dial yang masih harus dikoordinasikan dengan baik. Rele feeder yang menghubungkan transfer bus dan generator bus menjadi rele utama dengan nilai arus gangguan yang berbeda. Sehingga direkomendasikan untuk menambah rele kode ANSI 50. Pada rele feeder PLN perlu adanya penambahan rele kode ANSI 67 untuk mendeteksi arus gangguan yang nilainya lebih kecil dari FLA. Sedangkan rele eksisting yang hanya memiliki rele gangguan fasa direkomendasikan menambah rele arus lebih ground.

Protection of the electrical system to secure electrical equipment has a very important role. The protection system has a function to detect short circuit fault and can prevent electrical equipment from being damaged due to a fault. This protection system needs good coordination so that the system works reliably. PT Pertamina RU IV Cilacap is one of the largest oil refineries in Indonesia. BUMN cooperates in providing electricity services from PLN for 5 (five) Pertamina refineries, one of which is the Cilacap RU IV refinery unit. The integration of the electrical system causes a change in the value of the current in the event of a system failure. Therefore, an analysis and evaluation study of system safety is needed. This final project will discuss the analysis and evaluation of safety relay at PT Pertamina RU IV Cilacap. The discussion will focus on the coordination of phase and grounding overcurrent relays settings. From the results of the analysis of the existing curve protection coordination, it can be seen that there is a pickup setting and time dial selection that still has to be well coordinated. The relay feeder that connects the transfer bus and bus generator becomes the main relay with different fault current values. So it is recommended to add ANSI 50 code relay. In the PLN's relay feeder, there needs to be an additional relay ANSI 67 code to detect fault currents that value is smaller than FLA. While the existing relay that only has phase fault relay is recommended to add more ground fault relay.
