Abstract

Upaya peningkatan kehandalan sistem distribusi tenaga listrik oleh PT. PLN Persero dilakukan salah satunya dengan dibangunnya sistem SCADA untuk menekan nilai SAIDI (System Average Interruption Duration Index) dan SAIFI (System Average Interruption Frequency Index). Namun, minimnya media pembelajaran tentang sistem SCADA di PLN membuat pemahaman pada sistem sulit dilakukan. Oleh karena itu, pada tugas akhir ini dibangun suatu prototipe sistem SCADA yang merupakan penyederhanaan sistem SCADA di gardu induk PLN. Hasil perancangan prototipe kemudian diimplementasikan dalam suatu wadah pembelajaran berupa SCADA Academy yang mengacu pada Standar Kompetensi Tenaga Teknik Ketenagalistrikan (SKTTK) Bidang Pemeliharaan Distribusi Tenaga Listrik. Perancangan sistem dilakukan dengan menggunakan modul RTU (Remote Terminal Unit) Simor yang mengambil data dari unit – unit beban dan kemudian disampaikan ke master station. Sistem SCADA yang dirancang digunakan untuk mengawasi dan mengontrol unit – unit beban berupa lampu. Kemudian untuk HMI SCADA dibuat dengan menggunakan software Worldview dengan software SCADA Explorer sebagai media penyimpanan database. Pada pengujian sistem dilakukan pengukuran waktu respon dari HMI SCADA terhadap prototipe dan sebaliknya. Standar waktu yang digunakan mengacu pada SPLN S3.001:2008 yaitu 3 detik untuk telestatus dan 6 detik untuk telecontrol. Dari hasil pengujian prototipe didapatkan rata – rata response time 1,5 detik pada telestatus dan 1 detik pada telecontrol.

The reliability of electric power distribution systems improvement by PT. PLN Persero one of them is by building a SCADA system to reduce the value of SAIDI (System Average Interruption Duration Index) and SAIFI (System Average Interruption Frequency Index). However, the lack of learning media about the SCADA system at PLN makes it difficult to be understood. Therefore, in this final project a prototype SCADA system which is a simplification of the SCADA system at the PLN substation is built. The results of the prototype design are then implemented in a learning form of SCADA Academy which refers to the Standar Kompetensi Tenaga Teknik Ketenagalistrikan (SKTTK) in the Field of Maintenance of Electric Power Distribution. System design is done by using the Simor RTU (Remote Terminal Unit) module that takes data from the load units and then delivers it to the master station. The SCADA system designed is used to monitor and control load units which are lamps. Then the SCADA HMI made using Worldview software with SCADA Explorer software as a database storage. In testing the system, the response time of the SCADA HMI was measured against the prototype and vice versa. The standard time used refers to SPLN S3.001:2008 which is 3 seconds for telestatus and 6 seconds for telecontrol. From the testing result, the average response time for telestatus was 1,5 seconds and 1 seconds for telecontrol.
