Abstract

Ketahanan pangan adalah suatu kondisi terpenuhinya pangan bagi negara sampai perseorangan, yang tercermin dari ketersedianya pangan yang cukup, baik jumlah maupun mutunya, aman, beragam, bergizi, merata dan terjangkau serta tidak bertentangan dengan agama, keyakinan, dan budaya masyarakat, untuk dapat hidup sehat, aktif, dan produktif secara berkelanjutan. Provinsi Jawa Timur sebagai provinsi dengan jumlah kabupaten/kota paling banyak di Indonesia merupakan provinsi dengan prestasi sebagai lumbung padi nasional tahun 2018. Namun berdasarkan Peta Ketahanan dan Kerentanan Pangan Nasional Tahun 2018 terdapat 15 kabupaten/kota di Jawa Timur yang masih masuk dalam kelompok dengan status prioritas ketahanan pangan sedang hingga rendah. Oleh karena itu dalam penelitian ini akan dilakukan pemodelan ketahanan pangan kabupaten/kota di Jawa Timur menggunakan Geographically Weighted Ordinal Logistic Regression (GWOLR) dengan mempertimbangkan faktor-faktor yang mempengaruhinya dan faktor geografis. Sumber data digunakan dari badan Ketahanan Pangan Nasional dengan menggunakan 8 variabel prediktor dan satu variabel respon yang merupakan kategori ketahanan pangan di Jawa Timur. Hasil analisis didapatkan model GWOLR terbaik terdiri X4, X5, X6, X7 dan X8 dengan ketepatan kalsifikasi pemetaan wilayah sebesar 94,7%.

Food security is a condition of fulfilling food for the state to individuals, which is reflected in the availability of sufficient food, both in quantity and quality, safe, diverse, nutritious, equitable and affordable and does not conflict with the religion, beliefs, and culture of society, to live a healthy life , active, and sustainably productive. East Java Province as the province with the highest number of districts / cities in Indonesia is a province with a national rice barn achievement in 2018. However, based on the National Food Security and Vulnerability Map for 2018 there are 15 districts / cities in East Java that are still in the status group medium to low food security priorities. Therefore in this study a district / city food security model will be conducted in East Java using Geographically Weighted Ordinal Logistic Regression (GWOLR) by considering the factors that influence it and geographical factors. Data sources were used from the National Food Security Agency using 8 predictor variables and one response variable which was the category of food security in East Java. The results of the analysis showed that the best GWOLR models consisted of X4, X5, X6, X7 and X8 with the accuracy of regional mapping calcifications of 94,7%.
