Abstract
Keterbatasan lahan untuk permukiman di Kota Surabaya menyebabkan munculnya
‘Kampung Kota‘. Kampung Kota ialah permukiman masyarakat berpenghasilan rendah
dengan kondisi fisik kurang baik dan ketersediaan sarana umum yang buruk. Begitu pula di
kawasan pusat kota dengan kepadatan penduduk tinggi. Perkembangan besar terhadap
bangunan pencakar langit, membuat keberadaan kampung kota dianggap memberi pengaruh
negatif bagi perkembangan bisnis kawasan dan rentan terhadap isu penggusuran. Sedangkan
masyarakat rata-rata tidak mau berpindah ke rumah susun karena dianggap mengaburkan
sifat-sifat masyarakat kampung. Hal ini yang melatarbelakangi perlu adanya penelitian akan
perilaku dan sifat masyarakat kampung sebagai landasan dalam perancangan dan
pembangunan hunian susun. Redevelopment kota diharapkan menjawab solusi kekumuhan
kampung di wilayah pusat kota, mencegah timbulnya kekumuhan baru di tempat lain,
meningkatkan taraf hidup, dan memperbaiki wajah perkotaan.

Limited land for settlement in the city of Surabaya led to the emergence of 'City
Village'. City village settlements are low-income people with poor physical condition and
poor availability of public facilities. Similarly, in the downtown area with a high population
density. Greatly to the development of the skyscraper, making the presence of the hometown
considered a negative influence for business development and the region vulnerable to
eviction issues. While the average people do not want to move into the apartment because
they obscure the properties of the village community. This is the necessary background to
study the behavior and properties to the village community as a cornerstone in the design and
construction of residential flats. Redevelopment is expected to answer the city slums solution
villages in the downtown area, prevent new slums elsewhere, improve living standards, and
improve urban face.
