Abstract
Penerapan Open Data pada sektor publik telah banyak dilakukan di Indonesia. Dengan penerapan tersebut mempermudah sektor publik untuk menyediakan data secara lebih mudah dan dapat digunakan kembali oleh berbagai pihak dengan tujuan apapun. Selain mempermudah publikasi data penerapan Open Data membantu pemerintah pusat untuk mewujudkan suatu Open Government Indonesia yaitu pemerintahan yang bersih, efektif, demokratis, dan terpercaya. Open Government memiliki tiga prinsip yaitu memberi informasi, melibatkan, dan berpartisipasi. Prinsip tersebut berpusat pada masyarakat sehingga menghasilkan komunitas yang berpengetahuan, terhubung, dan demokratis. Meskipun memiliki banyak manfaat bagi masyarakat maupun negara, penerapan Open Data juga tidak lepas dari masalah kualitas data yang disediakan. Data dengan kualitas rendah akan meningkatkan biaya untuk mengakses dan menafsirkan data tersebut. Selain itu membutuhkan tambahan waktu untuk mengolah data tersebut agar siap digunakan. Pada Tugas Akhir ini akan membahas penilaian kualitas portal Open Data menggunakan kerangka kerja Open Data Portal Quality pada portal Open Data pemerintah daerah yang berbasis CKAN, setelah portal dinilai maka akan diurutkan dan dibandingkan menggunakan Analytic Hierarchy Process(AHP). Hasil dari Tugas Akhir adalah sebuah aplikasi berupa dashboard yang berisi penilaian kualitas portal Open Data dan pengurutan kualitas portal Open Data. Dengan kedua hal tersebut diharapkan sektor public dapat melakukan tindakan yang sesuai untuk pengembangan implemtasi Open Data mereka. =================================================================================================================================
The implementation of Open Data in the public sector has been carried out in Indonesia. With this implementation, it makes easier for the public sector to provide data more easily and can be reused by various parties for any purpose. In addition to facilitating the publication of data, the Open Data helps the central government to realize an Open Government Indonesia, namely a clean, effective, democratic, and trusted government. Open Government has three principles, namely giving information, involving, and participating. The principle is community centered so as to produce a community that is knowledgeable, connected and democratic. Even though it has many benefits for the community and the country, the Open Data is also inseparable from the quality data issues provided. Low quality data will increase the cost of accessing and interpreting the data. In addition, it requires additional time to rocess the data to be ready for use. In this research will discuss the assessment of Open Data portal quality using the Open Data Portal Quality framework on the CKAN-based local government Open Data portal, after the portal is assessed it will be sorted and compared using the Analytic Hierarchy Process (AHP). The results of the Final Project are an application in the form of a dashboard that contains an assessment of the quality of Open Data portals and sorting the quality of the Open Data portal. With these two things, it is expected that the public sector can take appropriate actions for the development of their Open Data portal implementation.
