Abstract
Kegiatan pembelajaran harus disadari dan direncanakan agar tercapai pendidikan yang bermutu. Provinsi Jawa Timur merupakan provinsi yang mengalami penurunan nilai rata-rata UN jenjang SD cukup tinggi tahun 2016 dibandingkan SMP. Selain itu, jumlah peserta UN jenjang SD yang memperoleh nilai di bawah Standar Kompetensi Lulusan juga meningkat. Pada tahun 2018, Provinsi Jawa Timur memiliki nilai capaian SNP yang tinggi, dengan jumlah SD yang menurun dibandingkan tahun 2017. Oleh sebab itu, pemerintah perlu melakukan perbaikan standar pada setiap sekolah. Berdasarkan hal tersebut, akan dilakukan analisis untuk mengetahui variabel yang mempengaruhi kompetensi lulusan SD di Provinsi Jawa Timur berdasarkan SNP. Pada penelitian ini hanya menggunakan 6 SNP yaitu Standar Isi, Standar Proses, Standar Penilaian Pendidikan, Standar Kompetensi Lulusan, Standar Pendidik dan Tenaga Kependidikan, dan Standar Pengelolaan Pendidikan. Dalam mengukur enam standar tersebut tidak dapat diukur secara langsung melainkan melalui variabel indikatornya. Selain itu, data di lapangan tidak tentu dapat memenuhi asumsi distribusi normal multivariat. Sehingga dibutuhkan metode Structural Equation Modeling-Partial Least Square (SEM-PLS). Berdasarkan analisa SEM-PLS didapatkan nilai R2 untuk masing-masing variabel laten, yaitu Standar Isi sebesar 59,28%, Standar Proses sebesar 69,78%, Standar Penilaian Pendidikan sebesar 64,73%, dan Standar Kompetensi Lulusan sebesar 32,78%.

Learning activities must be realized and planned for quality education is achieved. East Java Province is a province that reduces the average grade of National Examination at the SD in 2016 compared to SMP. In addition, the number of UN participants at the elementary school level who scored below the Graduate Competency Standards also increased. In 2018, East Java Province had high SNP achievement scores, with the number of primary schools decreasing compared to 2017. Therefore, the government needs to make standard improvements at every school. Based on this, an analysis will be carried out to determine the variables that affect the competence of elementary school graduates in East Java Province based on the SNP. In this study, only six SNP, they are the Content Standards, Process Standards, Educational Assessment Standards, Graduate Competency Standards, Teacher Education Standards, and Education Management Standards. In measuring the six standards can not be measured directly but through indicator variables. In addition, the data in the field do not necessarily fulfill the assumption of multivariate normal distribution. So that the Structural Equation Modeling-Partial Least Square (SEM-PLS) method is needed. Based on SEM-PLS analysis, the R2 values for each latent variables, namely Content Standards were 59,28%, Process Standards were 69,78%, Educational Assessment Standards were 64,73%, and Graduate Competency Standards were 32,78%.
