Abstract

Kualitas pelayanan pendidikan dibagi menjadi dua yaitu akses pendidikan dan mutu pendidikan. Akses pendidikan suatu wilayah dikenal salah satunya adalah Angka Partisipasi Kasar (APK). Sedangkan mutu pendidikan dijabarkan oleh Standar Nasional Pendidikan. Salah satunya adalah Standar Kompetensi Lulusan (SKL). Sejak adanya desentralisasi fiskal, pemerintah daerah menerima kewenangan pemerintahan dari pusat dalam berbagai aspek. Pelayanan pendidikan di Kawasan Indonesia Timur tergolong masih belum baik. Tercermin dari Indeks Pembangunan Manusia tahun 2017, Kawasan Indonesia Timur hanya terdapat satu dari 11 provinsi dengan IPM lebih dari rata-rata IPM Indonesia. Penelitian kali ini akan dibahas faktor-faktor kemampuan fiskal daerah terhadap APK dan SKL di Kawasan Indonesia Timur menggunakan regresi linier multivariat. Variabel prediktor merupakan faktor fiskal daerah dan standar nasional pendidikan dari setiap kabupaten/kota. Hasil penelitian ini adalah variabel respon APK dan SKL saling dependen dan berdistribusi normal multivariat. Terdapat multikolinieritas pada variabel prediktor penelitian. Variabel prediktor yang berpengaruh signifikan meningkatkan APK adalah komponen Input dan proses SNP, Pendanaan pendidikan, dan Standar penilaian pendidikan. variabel prediktor yang berpengaruh signifikan meningkatkan SKL adalah Input dan Proses SNP serta PDRB perkapita.==================================================== The quality of education services is divided into two: access to education and quality of education. One of access to education in a region known as Gross Participation Rate (GPR). While the quality of education is outlined by the National Education Standards. One of them is the Graduate Competency Standard (GCS). Since the existence of fiscal decentralization, the regional government has received central government authority in various aspects. Educational services in the Eastern Indonesia Region are classified as not yet good. Reflected from the Human Development Index in 2017, East Indonesia Region has only one of 11 provinces with HDI more than the average HDI in Indonesia. The research this time will discuss the factors of regional fiscal ability towards GPR and GCS in Eastern Indonesia using multivariate linear regression. Predictor variables are regional fiscal factors and national education standards from each district/city. There is multicollinearity in the predictor variables of the study. The results of this study are there are dependency of GPR and SKL response variables and multivariate normal distribution. There is multicollinearity in the predictor variables of the study. Predictor variables that have a significant effect on increasing GPR are the National Education Standards (NES) Inputs and processes, Education funding, and Educational assessment standards. Predictor variables that have a significant effect on increasing GCS are SNP Inputs and processes and per capita GRDP.
