Abstract
Untuk memenuhi kebutuhan tempat tinggal karyawannya, sebuah perusahaan minyak nasional berencana melaksanakan proyek pembangunan flat di Pulau Sambu. Potensi pembengkakan biaya akibat keterlambatan, menuntut proyek diselesaikan tepat waktu. Namun, historis proyek sebelumnya dan kondisi geografis Pulau Sambu, menyebabkan proyek ini rentan terhadap risiko keterlambatan proyek. Oleh karena itu, diperlukan manajemen risiko agar proyek dapat selesai tepat waktu. Proses manajemen risiko mengacu pada ISO 31000, yang terdiri dari penentuan konteks, identifikasi, analisa, evaluasi dan penanganan risiko. Dengan metode Risk Breakdown Structure, 58 kejadian risiko berhasil diidentifikasi. House of Risk 1 digunakan untuk menganalisa risiko dan menemukan 58 agen risiko. Dalam proses evaluasi, menggunakan HOR 1 dan focus group discussion, ditemukan 12 agen risiko prioritas yang harus ditangani segera. Langkah selanjutnya, menggunakan metode HOR 2 dalam proses penanganan risiko, studi ini menemukan 12 tindakan pencegahan yang dapat menangani agen risiko prioritas dan memperingkatkannya berdasarkan tingkat efektivitas dan kesulitan. Menggunakan metode pareto dan wawancara dengan manajemen, studi ini merekomendasikan 6 tindakan pencegahan risiko yang harus segera diimplementasikan antara lain melibatkan fungsi terkait dalam pelaksanaan proyek, evaluasi penjadwalan konstruksi yang diajukan oleh kontraktor, membuat kesepakatan dengan user terkait alur permintaan perubahan desain, koordinasi pemakaiana dermaga eksisting, bekerjasama dengan konsultan perijinan lokal yang berkinerja baik, evaluasi cash flow kontraktor.

Due to the staff housing demand, a national oil company planned for a flat construction project in Sambu Island. Cost overruns due to project delay demanding this project be completed on time. Considering historical factor in previous project and geographical aspects, can make the flat construction delay due to the weather, the availability of the equipment, mobilization, design implementation and other factors. Therefore, risk management is needed to achieve the objective of the project. Risk management process refers to ISO 31000, an international standard for risk management. The risk management process comprises of contexts determination, risk identification, risk analysis, risk evaluation and risk handling.Using Risk Breakdown Structure method, 58 risk events have been identified.House of Risk (HOR) 1 was used to analyze the triggers of these risk events and found 58 risk agents. In evaluation process, using HOR 1 and focus group discussion with the expert, the study found 12 priority risk agent that have to be handled immediately. Next step, using HOR 2 method in risk handling process, the study found 12 preventive action that can handle the priority risk agent and rank them based on effectiveness to difficulties value (ETD). Using pareto method and interview with the management, the study recommend 6 risk preventive action that have to be implemented immediately. These are involves related department in project implementation, evaluate construction scheduling submitted by the contractor, make an agreement with the user regarding the design change request flow, make coordination with the user to join operate the existing dock and mobilization path, hire a qualified local permit consultants, evaluation of contractor cash flow.
