Abstract
Ikan lele merupakan jenis ikan yang banyak diperdagangkan di Jawa Timur dan menjadi produk ikan budidaya yang berpotensi memasuki pasar ekspor. Akan tetapi, terdapat permasalahan yang terjadi pada sektor hulu hingga hilir rantai pasok ikan lele yang menghambat aktivitas. Permasalahan diantaranya rendahnya kualitas ikan dan olahan yang dihasilkan hingga kesulitan mendapatkan bahan baku. Kurangnya perhatian dalam komoditas pangan akan menyebabkan peramsalahan global seperti kelaparan, kemiskinan, degradasi lingkungan, dan krisis produk perikanan. Oleh karena itu, diperlukan adanya integrasi antar stakeholder dalam rantai pasok. Dengan metode identifikasi manajemen risiko, diharapkan dapat menghasilkan alternatif strategi mitigasi yang dapat meningkatkan kinerja supply chain. Hasil pemetaan stakeholder menunjukkan bahwa terdapat 4 stakeholder utama yang terlibat dalam penilaian risiko rantai pasok yaitu pembudidaya (PIL), industri pengolah (IPIL), retailer (RIL), dan pemerintah (PPJT). Berdasarkan hasil identifikasi risiko, terdapat 17 kejadian risiko dan 22 penyebab risiko yang mungkin terjadi pada aktivitas rantai pasok dengan 10 penyebab risiko priotitas berdasarkan penilaian CARP yang diperoleh dari hasil perhitungan pada metode HOR 1 Multistakeholder. Penyebab risiko terpilih selanjutnya dianalisis dan menghasilkan 24 usulan tindakan mitigasi yang menjadi tanggung jawab setiap stakeholder. Selanjutnya dilakukan penilaian tindakan mitigasi dengan metode HOR 2 Multistakeholder untuk mengetahui nilai effectiveness to difficulty (ETD) tindakan mitigasi terhadap masing-masing stakeholder. Diperoleh hasil sebagai berikut PIL yang bertanggung jawab terhadap 20 usulan tindakan mitigasi, 5 usulan tindakan mitigasi oleh IPIL, 1 usulan tindakan mitigasi oleh RIL, dan 4 usulan mitigasi yang menjadi tanggung jawab PPJT.

Catfish is one of widely traded type of fish in East Java and it's cultivated product has potential to reach the export market. However, there are problems occured in the initial until the end sectors of the catfish supply chain which inhibits activities. These problems include the low quality of fish and it's processed products, also the difficulty to obtain raw materials. Lack of attention in food commodities will cause global problems such as hunger, poverty, environmental degradation and fishery product crisis. Therefore, integration between stakeholders in the supply chain is needed. With risk management identification method, we expect to produce an alternative mitigation strategies for supply chain that can improve the supply chain performance. The stakeholders mapping results indicate that there are 4 main stakeholders involved the supply chain risk assessment, the catfish farmers (PIL), processing industries (PIL), retailers (RIL), and the government (PPJT). Based on risk identification results, there are 17 risk events and 22 risk agents that might occur within the supply chain, with 10 risk agents of priority risk based on CARP by using HOR 1 Multistakeholder. The selected risks were analyzed and produce 24 preventive action which are the responsibility of each stakeholders. Through the calculation of HOR 2 Multistakeeholder method to determine the value of effectiveness to difficulty (ETD) of preventive actions fr each stakeholder. The results obtained are follows: 20 preventive actions that served as responsibilities of PIL stakeholder, 5 preventive actions that served as responsibilities of IPIL stakeholder, a preventive action that served as responsibilities of RIL stakeholder, and 4 preventive actions that served as responsibilities of PPJT stakeholder.
