Abstract

Jalan Tol Serpong-Cinere ini adalah salah satu proyek strategis nasional. Pembangunan jalan tol Serpong-Cinere dilakukan untuk mengatasi kemacetan di Jakarta. Jalan tol ini akan dibagun sepanjang 10,14 km. Diharapkan setelah selesai pembangunan jalan tol ini akan mengurangi kepadatan jalan eksisting sehingga terjadi penambahan kecepatan bagi pengguna jalan yang berdampak pada penghematan secara ekonomi dan perkembangan infrastruktur di sekitar wilayah Jakarta. Namun pembangunan jalan tol ini belum tentu menjadi solusi yang paling efektif, oleh karena itu dalam studi ini akan menganalisis KELAYAKAN EKONOMI DAN FINANSIAL JALAN TOL SERPONG-CINERE sehingga dapat menjadi opsi bagi pengguna jalan untuk memilih rute perjalanan yang memiliki travel time yang lebih efektif serta menjadi bahan pertimbangan bagi investor, pemerintah dan stake holder terkait dalam menilai kelayakan proyek pembangunan jalan tol ini.
Dalam tugas akhir ini digunakan data-data sekunder yang didapat dari instansi terkait. Dari data-data sekunder yang ada akan dapat dianalisis kelayakan proyek pembangunan jalan tol Serpong-Cinere dengan cara merekapitulasi data-data volume lalu lintas di jalan eksisting. Dan menganalisis persebaran demand kendaraan yang akan terjadi (with project) dengan metode JICA Model 1 serta menghitung penghematan (Saving) BOK dan nilai waktu (time value) menggunakan metode Jasa Marga dari aspek ekonomi, hingga menganalisis aspek finansial berupa keuntungan atau kerugian yang akan diperoleh investor.
Dari hasil analisis, didapatkan untuk kelayakan ekonomi BCR sebesar 1,22 > 1 dan nilai NPV sebesar Rp 1.740.033.235.539 > 0. Untuk kelayakan finansial didapatkan nilai BCR sebesar 1,35 > 1, nilai NPV sebesar Rp 2.820.418.653.985 > 0 dan nilai IRR sebesar 7,066% > 5,01% (MARR). Serta waktu Payback Period selama 25 tahun 4 bulan 18 hari. Berdasarkan hasil tersebut maka dapat disimpulkan pembangunan jalan tol Serpong-Cinere layak dari segi ekonomi dan finansial.

The Serpong-Cinere Toll Road is one of the national strategic projects. The construction of the Serpong-Cinere toll road is done to overcome congestion in Jakarta. This toll road will be built for 10.14 km. It is expected that after the completion of the construction of the toll road this will reduce the density of existing roads so that there will be additional speed for road users which has an impact on economic savings and infrastructure development around the Jakarta area. However, the construction of this toll road is not necessarily the most effective solution, therefore in this study we will analyze the SERPONG-CINERE TOLL ECONOMIC AND FINANCIAL FEASIBILITY so that it can be an option for road users to choose travel routes that have more effective travel time and become consideration for investors, government and related stakeholders in assessing the feasibility of this toll road development project.
In this final project, secondary data obtained from the relevant agencies is used. From the secondary data available, it can be analyzed the feasibility of the Serpong-Cinere toll road construction project by recapitulating traffic volume data on the existing road. And analyzing the distribution of vehicle demand that will occur (with project) with the JICA Model 1 method and calculating the savings (Saving) BOK and time value using the method of Jasa Marga from the economic aspect, to analyze the financial aspects in the form of gains or losses to be obtained investor.
From the results of the analysis, it was obtained for the economic feasibility of BCR of 1,22> 1 and the NPV value of Rp. 1.740.033.235.539 > 0. For financial feasibility, the BCR value was 1.35> 1, the NPV value was Rp. 2.820.418.653.985 > 0 and IRR value of 7,066%> 5.01% (MARR). As well as the Payback Period for 25 years 4 months 18 days. Based on these results, it can be concluded that the development of the Serpong-Cinere toll road is feasible economically and financially.
