Abstract
Kinerja suatu ruas jalan dapat dilihat dari fungsi utamanya dalam mengalirkan arus lalu lintas. Setelah fungsi utama terpenuhi, keberlanjutan infrastruktur jalan perlu dilakukan penilaian sebagai salah satu bentuk evaluasi, sehingga dapat diketahui tingkat kinerja, tingkat keberlanjutan, serta kebermanfaatan infrastruktur jalan. Tujuan dari penelitian ini adalah untuk menentukan faktor yang mempengaruhi penilaian kinerja dan aspek keberlanjutan infrastruktur jalan nasional serta merancang usulan model penilaian kinerja dan aspek keberlanjutan pada tahap operasi dan pemeliharaan guna melengkapi pedoman yang sudah ada.
Perancangan model penilaian kinerja dan aspek keberlanjutan infrastruktur jalan dilakukan dengan melakukan seleksi pada sub kriteria berdasarkan studi literatur, konsultasi, serta wawancara semi terstruktur, kemudian dilakukan reduksi variabel menggunakan indeks kepentingan relatif dan pembobotan variabel menggunakan kuesioner perbandingan berpasangan. Semua tahapan ini dilakukan berdasarkan pendapat para ahli di bidang jalan dengan masa kerja minimal 10 tahun. Selanjutnya pada tahap akhir dilakukan implementasi model berdasarkan input data sekunder dan kuesioner penilaian akhir. Hasil penilaian juga direpresentasikan dalam bentuk grafik radar (spider web) untuk memberikan visualisasi hasil penilaian yang lebih baik. Berdasarkan hasil analisis, model penilaian kinerja dan aspek keberlanjutan infrastruktur jalan nasional terdiri dari 5 kriteria dan 25 sub kriteria, yaitu kriteria ekonomi, kriteria sosial, kriteria lingkungan, kriteria keteknikan, serta kriteria manajemen. Hasil penilaian akhir dalam bentuk studi kasus pada dua ruas jalan nasional di kota Surabaya menunjukkan bahwa Jl. Wonokromo Stasiun memiliki tingkat kinerja dan aspek keberlanjutan yang lebih baik dari Jl. Sisingamangaraja.

The performance of a road can be seen from its main function in flowing traffic flows. After the main function is fulfilled, the sustainability of road infrastructure needs to be assessed as one form of evaluation, so that the level of performance, level of sustainability, and the usefulness of road infrastructure can be known. The purpose of this study is to determine the factors that influence the performance assessment and the sustainability aspects of national road infrastructure as well as design proposals for the model of performance assessment and sustainability aspects at the stage of operation and maintenance to complement existing guidelines. The design of the performance assessment model and the sustainability aspects of road infrastructure is done by selecting sub-criteria based on literature studies, consultations, and semi-structured interviews, then reducing variables using the relative important index and weighting variables using pairwise comparison. All of these stages are based on the opinions of experts on the road sector with a minimum tenure of 10 years. Furthermore, in the final stage, the implementation of the model is carried out based on secondary data input and final assessment questionnaire. The results of the assessment are also represented in the form of radar chart (spider web) to provide better visualization of the results of the assessment. Based on the results of the analysis, the performance assessment model and sustainability aspects of the national road infrastructure consist of 5 criteria and 25 sub-criteria, namely economic criteria, social criteria, environmental criteria, engineering criteria, and management criteria. The results of the final assessment in the form of a case study on two national road segments in the city of Surabaya indicate that Jalan Wonokromo Stasiun has a better level of performance and sustainability aspects than Jalan Sisingamangaraja.
